Brief Introduction
 

Data in this chapter show t he summary data of China's foreign t rade, utilization of foreign cap ital, contracted projects and
labour cooperation with t he foreign countries or t erritories over the years, focusing on the recent s ituation of foreign t rade
and economic cooperation.


I. Foreign Trade

Data on foreign trade include: varieties of imports and export s, amount (weight), value, countries (regions), imports and
exports corporations, destination within territory, origin of goods within territory, means of trade, types of t axes and so on.
The scope of foreign trade statistics are designed according to principle on international trade by United Nations, that is: all
import s or exp orts that will lead to stock changes of material resources with the t erritory of People's Republic of China;
excluding goods by escape clause.


Sources of data on foreign trade are from General Administration of Customs of the Peop le's Republic of China through
comprehensive reporting sy stem.

Special not ice: The data in the years prior t o 1980 were statistical dat a of foreign trade and come from the Ministry of
Foreign Trade and Economic Cooperation. Since 1980, the data have been the statistical data of customs on imports and
exports and come from the General Administration of Customs.

Cust oms statistics on value term imports and export s by categories are using the UN Standard Internat ional Trade
Classification (SITC). However, the Harmonized Commodity Description and Coding System (HS) stipulated by the Customs
Cooperation Council is used in the classification of the import and export commodities.

In t he table on China's t otal imp orts and exports with relat ed count ries and regions, the export commodities are
calculated at the customs of t he countries (regions) of destination and the import commodit ies are calculated at the cus
toms of t he count ries (regions) of origin. The total values of the import and export commodities by region are calculated
respect ively at the provinces where the import or export corporations are situated and at the provinces of des tination or
provinces of origin within the boundary of the People's Republic of China. The province where the import or export
corporations are situated refers to the province where the imp ort or export corporations have applied to and have been
registered at t he cus toms. The p rovince of origin wit hin the boundary of the Peop le's Rep ublic of China refers to the
province where t he export commodities are produced or originally delivered. The province of destination within the boundary
of the People's Rep ublic of China refers t o t he province where the import commodities are consumed, used or transp orted
to t he destination.

II. Statistics on Utilization of Foreign Cap itals

Utilization of foreign capitals includes: foreign loans, foreign direct inves tment s and other foreign investments, and the
basic condition of registration of foreign funded enterp rises. The statistical scope includes all the units and departments
which have ut ilized foreign capital and all t he Sino-foreign joint ventures, Sino-foreign cooperative enterprises, ventures
exclusively with foreign investment, foreign-funded stock companies, Sino-foreign cooperative development projects and
other corporate enterprises (including t he ent erpris es funded by the entrepreneurs from Hong Kong, Macao and Taiwan)
with indep endent accounting sys tem which have been approved by the Chinese government to set up in the boundary of t
he People's Republic of China.

Data on ut ilization of foreign capitals are from Ministry of Commerce (former MOFTEC), of which, data on basic condition of
registration of foreign funded enterprises are from State Administration for Industry and Commerce through comprehensive
reporting system.


Special not ice: data on utilization of foreign capitals before 1985 were survey results from government al statistical agencies,
since 1986 all dat a are from Minis try of Commerce (former MOFTEC).

III. Foreign Economic Cooperation

Data on foreign economic cooperation include: contracted project s, labour services cooperation, des ign and consultation
services, contracted volume, complete busines s turnover, business t urnover by countries (regions) and so on.

Statistical scope is : contracted p rojects , labour services cooperation and design and consultation service with foreign
countries.

The statist ical unit in t he s cheme is the corporate ent erprise engaged in contracted projects and labour services
cooperation with foreign countries and has been approved by the departments of foreign trade and economic cooperation at
various levels.

Data on foreign economic cooperat ion are from Minis try of Commerce (former MOFTEC) through comprehensive reporting
system.

IV.Others

The average exchange rat es of RMB yuan t o US dollar, Jap anese yen and Hong Kong dollar over the years come from the
St ate Administration of Exchange Control. The annual average exchange rate is calculated as the weighted mean of the daily
exchange rates provided by the State Administrat ion of Foreign Exchange in the year.
