Data in this chapter show s tatistics on participation in
social activities, public security, procuratorial, legal and judicial
affairs,
civil affairs, labor protection, environment protection,
disabled persons , survey on female cadres and female conditions
and
so on.
I. Data on participation cover mainly information on representatives
to the National People's Congress (NPC), members of
the Chinese People's Political Consultative Conference (CPPCC)
and trade unions. Data on number of NPC and CPPCC
representatives
are provided by NPC and CPPCC information center.
Data on expiration of office terms of NPC and CPPCC are
updated
every five years. Data on trade unions are from All-China
Federation of Trade Unions based on statistical reporting
scheme.
II. Data on public s ecurity, procuratorial, legal and judicial
affairs cover information such as criminal cases registered and
offense cases handled by the public security agencies, traffic or
fire accidents, cases handled by procurator's offices, cas es
accepted
and settled by the people's courts , and statistics on lawyers,
notarization and mediation. Data are from the Ministry
of
Public Security, the Supreme People's Procuratorate, the Supreme
People's Court and the Ministry of Justice based on
statistical
reporting scheme.
III. Data on civil affairs and labor protection include: condition
of institutions and personnel, budget, social welfare relief,
urban welfare facilities, rural network of social s ecurity, marriage
registration, retirement pensions, arbitration of labor
disputes,
etc. Data on civil affairs and labor protection are from the Ministry
of Civil Affairs and the Ministry of Labor and
Social Security
bas ed on statistical reporting scheme.
Data on civil affairs refer to "Statistical Yearbook on Civil
Affairs of China" (Department of Financial and Departmental
Affair,
Ministry of Civil Affairs). Data on trade unions refer to "Statis tical Yearbook on Chines e Trade Unions" (All-China Federation
of Trade Unions).
IV. Data on environment protection include: the development
of environment protection, i.e. the basic condition of
environment
protection adminis trative agencies and institutions at
various levels that are engaged in scientific researches,
monitoring,
supervision, propaganda and education, information and so
on. Data on environmental pollution and treatment
reflect the
dis charge and disposal of the industrial "three wastes" (was tewater,
was te gas and solid wastes). Data on
environmental protection
and management reflect the condition of environmental
pollution and accidents , inves tment in
anti-industrial pollution
projects and natural protection in each region.
Statistical Scope: industrial enterprises with the emiss ion
of pollutants in each region, urban units and other wastes discharge
units.
Survey Methodology: 1. Data on indus trial enterprises'
wastes discharge and treatment are tabulated through key survey
on
industrial enterpris es by reporting sys tem. Data on the condition
of wastes discharge of those enterprises that are not
covered
in the key survey are imputed.
The industrial enterprises covered in the key survey are
the selected industrial enterprises with the total volume of pollutants
discharged accounted for over 85% of the total industrial
discharge in each region. Imputation figures on the rest industrial
enterprises that accounted for 15% of the total pollutants discharged
of the industry are based on es timation of the
discharge
of wastewater, chemical oxygen consumption (COD), ammonia
nitrogen, sulphur dioxide, soot, dust, solid wastes
and so on.
Those two types of data are tabulated as the industrial pollutants discharged for each region.
2. Data on pollutants discharged from daily life and other
types of pollution are estimated from related basic data and
technological
parameters.
Moreover, since 1998, data on the condition of industrial
and daily life pollutants are good enough for comparability.
Data on environmental protection are from the State Environment
Protection Adminis tration.
V. Data on disabled persons cover information on the rehabilitation,
education, employment and poverty alleviation of
disabled
persons and ins titutions serving the needs of disabled persons.
Data are from the All-China Federation of Disabled
Persons,
VI. Data on female cadres mainly include the basic information
of age, education, membership in political parties
and
shift of work position. Data are from All-China Federation of
Women.
Survey on the Social Status of Chinese Women covers the
time allotment, employment and health care of women. Data are
from the s ample survey conducted jointly by All-China Federation
of Women and National Bureau of Statistics in 2000. |
