DECREE W 16225 OF 13 JUNE 1957
 
The President of the Lebanese Republic, Whereas the Lebanese Constitution,
Whereas articles 2 and 133 (amended) and article 381 of the Merchant Shipping Law,
On the proposal or the Minister of Public Works and Communications,
Decrees the following:
     
     
SUBJECT : Defining maritime navigation

Article 1:
Maritime navigation is taken to mean any navigation which takes place on the sea, in ports, bays, gulfs, canals, rivers which are in direct connection with the sea and up to a point where the water is salt.

Article 2
Maritime navigation is subdivided into two groups: trade navigation and navigation for pleasure.

Article 3
Trade navigation is any navigation undertaken for the purpose of deriving a profit, and is subdivided into:
1 - Ordinary trade navigation
2 - Navigation for fishing
3 - Special navigation
4 - Navigation for cruising.

Article 4
Ordinary trade navigation has for its purpose the transport of goods and passengers and is subdivided into navigation on the high seas and coastal navigation.

Article 5
Navigation on the high seas is undertaken by vessels outside the boundaries of the Mediterranean Sea.

Article 6
Coastal navigation is undertaken by vessels between stations on the Mediterranean Sea (coasting).

Article 7
Coastal navigation is national when it is carried out between Lebanese ports, and international in other cases.

Article 8
Navigation for fishing has for its purpose the catch of fish and of all sea fruits; it is subdivided into coastal fishing which is undertaken well within the coastline, and in medium fishing which has for its purpose the catch of fish and bringing it home either fresh or preserved in ice and salt. It is carried out by boats the net tonnage of which does not exceed 25 tons and inside the Mediterranean Sea. Deep sea fishing is intended to catch special species of fish outside the boundaries of the Mediterranean Sea.

Article 9
Special navigation is pilotage navigation executed by pilot vessels which go to sea to meet vessels ; no limits are set to the categories of such vessels not to the range of their field of action.
Navigation for towage or salvage is that which is undertaken by tugs or salvage vessels irrespective of their categories ; it assumes the character of national coastal navigation, or of international coastal navigation or of navigation on the high seas depending on the zones of action.

Article 10
Cruising navigation is designed for the exploration of private coastal estate, or estate belonging to the public maritime domain the occupation of which is authorised.

Article 11
Navigation for pleasure is undertaken by certain categories of vessels for the purpose of entertainment and asswnes the character of national or international coastal navigation, as the case may be according to the zones.

Article 12
The present decree shall be published and notified wherever there shall be need.
