In order to strengthen the administration of certification of the civil commodities subject to the State import license system and guarantee that the import commodities conform to the requirements of safety, health and environment protection, the administration of entry verification shall be carried out for the civil commodities subject to the import quality license system and the compulsory product certification system (hereinafter referred to the civil commodities subject to import license system) of the State from Jan. 1, 2002.
Entry verification shall mean that the bodies of entry inspection and quarantine shall verify whether the civil commodities subject to import license system have obtained the necessary certifications when they clear customs formalities and enter into China. And a certain proportion of the commodities shall be selected out for mark verification after the entry, and tests may be conducted according to the technological requirements as provided for by the import license system when necessary.
The SAQSIQ shall, according to the needs, formulate, adjust and promulgate the Catalog of Import Commodities Subject to Entry Verification by the Bodies of Entry and Exit Inspection and Quarantine (hereinafter referred to the Catalog of Commodities Subject to Entry Verification) jointly with the relevant departments. See attachment for the first verification catalog (including 62 HS coded commodities).
As for the import commodities listed in the Catalog of Commodities Subject to Entry Verification, the customs shall set the supervision conditions as C, and apart from checking the documents of approval issued by the import authorities, the customs shall check and release the commodities on the basis of the Customs Clearance Form of Entry Goods issued by the bodies of inspection and quarantine according to the administration of import license system for civil commodities.
The consignee of the civil commodities subject to import license system or his agent shall, when reporting for inspection, provide the relevant certifications of import license system, and shall cooperate with the bodies of inspection and quarantine in the entry verification.
The bodies of inspection and quarantine shall, when accepting the report for inspection, examine the import quality permit and other certifications. For those of which the certifications are verified to meet the provisions, the Customs Clearance Form of Entry Goods shall be issued and "commodity subject to entry verification" shall be indicated in the column of remarks; and for those failing to meet the provisions, no Customs Clearance Form of Entry Goods shall be issued.
With respect to the civil commodities subject to import license system that are listed in the Catalog of Commodities Subject to Entry Verification, the bodies of inspection and quarantine may, according to the needs, make selective tests, of which the scope and procedures for implementation shall be formulated by the SAQSIQ separately.
The relevant departments shall closely assist and cooperate thus to guarantee the successful progress of the work, if there is any problem encountered in the implementation, please report to the higher authorities without delay.
