CHAPTER I GENERAL PROVISIONS
Article 1. The present Rules are formulated in accordance with the "Electric Power Law of the People's Republic of China", the "Regulation on Electric Power Supervision" and the "Regulation on the Administration of Power Grid Dispatching" for the purpose of guaranteeing the safe, high-quality and economical operation of the power system, and maintaining the public interests as well as the lawful rights and interests of electric power investors, operators and users.
Article 2. The operation of power grids shall adhere to the guidelines of putting safety first and stressing prevention. The power grid enterprise, its power dispatching institution, power grid users and relevant entities shall jointly maintain the safe and stable operation of power grids.
Article 3. Uniform dispatching and graded management shall be adopted to the operation of power grids.
Power dispatching shall be open, fair and just.
The term "power dispatching" mentioned in the present Rules shall mean the organization, command, guidance and coordination of power grid operation by the power dispatching institution (hereinafter referred to the dispatching institution).
Article 4. The State Electricity Regulatory Commission and its dispatched offices (hereinafter referred to the electricity regulatory institutions) shall supervise the operation of power grids according to law.
Article 5. The present Rules shall apply to each dispatching institution at the provincial level or above and the power grid enterprises, power grid users, relevant entities of planning and design, construction undertaking, installation and debugging, research and development, within the scope of its dispatching jurisdiction.
CHAPTER II PLANNING, DESIGN AND CONSTRUCTION
Article 6. The planning, design and construction of a power system shall comply with the relevant legal provisions of the state as well as the relevant national standards and industrial standards.
Article 7. The power grid and power supply construction shall be taken into account on an overall basis, laid out reasonably, and developed harmoniously.
The power grid structure shall be safe and reliable, economical and reasonable, technically advanced, flexibly operative, and meet the requirements in the "Guiding Principles for the Safety and Stability of the Electric Power Systems" and the "Technical Guiding Principles for Electric Power Systems".
Article 8. For a generating set under planned grid-connection upon lawful approval or ratification of the relevant government authority, the power grid enterprise shall complete the construction, debugging, check, acceptance, and putting into use of the corresponding primary and secondary power grid equipment on time, and ensure necessary network conditions for transmission of power by the grid-connection generating set.
Article 9. Uniform planning and uniform design shall be made for the secondary electric power system simultaneously with the planning, design and construction of the primary electric power system. The secondary equipment and system of the power grid users shall meet the technical norms for the secondary power grid system.
Article 10. The interface technical norms involving operation of power grids shall be made upon organization of the dispatching institution, and be reported to the electricity regulatory institution for archival filing before implementation. The equipment under planned grid-connection shall meet the interface technical norms.
Article 11. Power grid enterprises and power grid users shall adopt products which meet national standards, industrial standards and relevant international standards, and which are found qualified from the inspection by the inspection institution whose eligibility has been ratified by the relevant government authority.
Article 12. Before purchasing the equipment which is relevant to operation of power grids or which might affect the operational feature of power grids, the owner shall organize relevant institutions including the dispatching institution and relevant experts to appraise the letter of technical norms.
Article 13. The power grid enterprises, the power grid users and the relevant entities which work upon the owner's entrustment shall exchange the materials needed in the work such as planning, design, and construction-undertaking debugging.
CHAPTER III GRID-CONNECTION AND INTERCONNECTION
Article 14. Before a newly built, rebuilt or expanded power generation project, power transmission project or power transformation project is put into operation, the party intending to make grid-connection shall submit to the dispatching institution the materials necessary for grid-connection dispatching as required. If the materials are complete, the dispatching institution shall, pursuant to the prescribed procedures, provide the party intending to make grid-connection with the technical parameters of the equipment for value-setting and dispatching automation, power communications, etc. of relay protection and safe automation devices.
Article 15. Before a newly built, rebuilt or expanded power generation project, power transmission project or power transformation project is put into operation, the dispatching institution shall provide relevant technical guidance and services for the start-up grid-connection of the new equipment of the party intending to make grid-connection, work out the scheme on the start-up grid-connection dispatching of the new equipment and other relevant technical requirements in good time, and coordinate the organization and implementation thereof. The party intending to make grid-connection shall finish the start-up preparations according to the scheme on the start-up grid-connection dispatching of the new equipment.
Article 16. Before a newly built, rebuilt or expanded power generation project, power transmission project or power transformation project is put into operation, the work such as joint debugging with the dispatching institution, value setting and data check, for the secondary system of the party intending to make grid-connection shall be completed, and meanwhile, the data materials needed in grid-connection debugging and operation shall be exchanged.
Article 17. Before a newly built, rebuilt or expanded power generation project, power transmission project or power transformation project is put into operation, the dispatching institution shall, according to relevant legal provisions, technical standards and rules of the state, organize the ascertainment of the basic conditions for grid-connection of the party intending to make grid-connection. If the party intending to make grid-connection fails to meet the basic conditions for grid-connection, the dispatching institution shall put forward improvement opinions to the party intending to make grid-connection.
Article 18. Where a power plant needs grid-connection operation, both parties to the grid-connection shall, prior to the grid-connection, conclude a grid-connection dispatching agreement.
Where interconnection operation is needed between power grids, both parties to the interconnection shall, prior to the interconnection, conclude an interconnection dispatching agreement.
Both parties to grid-connection or interconnection shall, pursuant to the principles of equality, mutual benefit, reaching consentience through negotiation, and guaranteeing the safe operation of the power system, conclude the agreement and strictly implement it.
Article 19. No power plant or power grid shall carry out or cancel grid-connection or interconnection without permission.
Article 20. The grid-connection of a newly built, rebuilt or expanded generating set shall meet the following basic conditions:
(1) The project on handover of the newly produced primary electric equipment for experiment is entire, and meets the relevant standards and rules;
(2) The generating set shall be installed with a continuous automatic voltage regulator meeting national standards or industrial standards; the excitation system of the thermal power generating set of 100 MW or above, that of the nuclear power generating set, and that of the hydroelectric generating set of 50 MW or above shall, in general, be equipped with a power system stabilizer or have the power system stabilizer's functions;
(3) The generating set takes part in the primary frequency modulation;
(4) The thermal power generating set of 100 MW or above which takes part in the secondary frequency modulation, the non-bulb-type hydroelectric generating set of 40 MW or above, or the pumped storage generating set shall, in general, have the function of automatic power generation control, and take part in closed-circuit power grid automatic power generation control; for special generating sets, the frequency modulation requirements may be determined on the basis of their nature;
(5) The generating set shall have the capacity of leading phase operation, and the actual leading phase operation capacity of the generating set shall be determined on the basis of the parameter of the generating set and the result of the leading phase experiment;
(6) The party intending to make grid-connection shall, under the uniform coordination of the dispatching institution, complete the debugging of the generator excitation system, the speed adjustment system, the power system stabilizer, the generator leading phase capacity, the automatic power generation control, the automatic voltage control, and the primary frequency modulation, and enable the performance and the parameter to meet the needs in safe and stable operation of the power grid; the debugging shall be made by an eligible institution, the debugging report shall be submitted to the dispatching institution, and the dispatching institution shall provide necessary conditions for completing the debugging;
(7) There shall be two or more usable communications channels of independent routing from the power plant to the dispatching institution;
(8) The generating set shall have an electric power collection device and can transmit the gateway data to the dispatching institution via the special dispatching data net; and
(9) The dispatching automation equipment of the power plant can transmit the real-time data to the dispatching institution via special line or network.
Prior to the grid-connection of a newly built, rebuilt or expanded generating set, the safety of the grid-connection shall be appraised. The grid-connection safety appraisal shall be organized by the electricity regulatory institution for implementation.
Article 21. The interface of a power plant and the power grid shall be installed with a breaker. The interrupting capacity, malfunction elimination time and relay protection configuration of the breaker shall meet the technical requirements for the power grid involved.
For the frequently connected and disconnected line-circuit breaker of a hydroelectric power generation plant, its interrupting capacity and interrupting times shall have a larger designed margin than the line-circuit breaker of a normal power plant.
Article 22. The grid-connection of a user of direct supply by the main grid shall meet the following basic conditions:
(1) The user of direct supply by the main grid shall provide the power grid enterprise and its dispatching institution with necessary data, and shall be able to transmit necessary real-time information to the dispatching institution;
(2) The power energy metrology point of the user of direct supply by the main grid shall be installed at the property demarcation position of the grid-connection circuit, be installed with active energy meter and reactive energy meter for metrology of on-grid electric energy and grid-taking electric energy, which have bidirectional and time-dividing functions, and be able to transmit the power energy information to the dispatching institution; and
(3) The user of direct supply by the main grid shall reasonably install a reactive compensation device, a harmonic suppression device, an automatic voltage control device, an automatic low-frequency and low-voltage load reduction device and a load control device, and shall adjust and determine the parameters, and put the said devices into operation according to the requirements of the dispatching institution; the production load and the life load of the user of direct supply by the main grid shall be separated from each other in power distribution so as to meet the needs in load control.
Article 23. The equipment of secondary electric power system such as the relay protection device, the safe automation device, the dispatching automation device, and the power communication device, shall meet the technical system and interface norms made upon organization of the dispatching institution. The technical system and interface norms of the secondary electric power system equipment shall come into force after being reported to the electricity regulatory institution for archival filing.
Article 24. The secondary electric power system connected with the power grid for operation shall meet the "Provisions on Safety Protection of Secondary Electric Power Systems" and other relevant legal provisions.
Article 25. Both parties to power grid interconnection shall jointly make frequency control, order wire control and reactive voltage control; make or amend the black start scheme on the basis of the changes after the interconnection, amend the automatic low-frequency and low-voltage load reduction scheme of the grid, and shall, when required by stable operation of the power grid, negotiate to determine the scheme on configuration of the safe automation devices.
Article 26. Except for an accident or a special operation method, the frequency of the power system and the operational deviation of voltage at the grid-connection point shall meet national standards and the standards of the electric power industry.
In the case of an accident, the adaptability of the generating set and other relevant equipment operation features to the frequency changes shall still meet national standards.
Article 27. The harmonics emitted by a power grid user to the power grid shall not exceed the national standards or the standards of the electric power industry. The electric equipment connected with the power grid for operation shall be able to bear the wave distortions of voltage which are allowed by national standards and are caused from the unbalance of harmonics or three phases.
Article 28. The power grid enterprise and a power grid user shall determine the equipment property and maintenance demarcation point according to relevant electric power laws and regulations, and shall, in the relevant agreement, divide the ownership of the grid-connection or interconnection equipment as well as safety duties in details.
Article 29. The jurisdictional power for dispatching equipment connected with the power grid for operation shall not be restricted by the equipment ownership or the asset management power.
CHAPTER IV OPERATION OF POWER GRIDS
Article 30. A power grid enterprise and its dispatching institutions shall be obligated to guarantee the frequency voltage stability and reliable power supply of the power grid; the dispatching institution shall reasonably arrange the operation method, optimize the dispatching, maintain the balance of electric power, and guarantee the safe, high-quality and economical operation of the power system.
A dispatching institution shall submit the annual operation method to the electricity regulatory institution.
Article 31. A dispatching institution shall organize the formulation of power dispatching management rules according to relevant legal provisions of the state, and report the rules to the electricity regulatory institution for archival filing. The power grid enterprise, its dispatching institutions, the power grid users and relevant entities shall implement the power dispatching management rules.
Article 32. A power grid enterprise and its dispatching institutions shall strengthen load forecast, do a good job in forecasting long-term, medium-term, short-term and ultra-short-term loads, and improve the load forecast accuracy.
Article 33. A user of direct supply by the main grid shall, according to relevant legal provisions, submit to the dispatching institution concerned its main installation and connection capacity and annual electricity consumption forecast on time, and apply for the annual and monthly electricity consumption plans on time.
Article 34. A dispatching institution shall work out and distribute the power generation and dispatching plan, the power supply (consumption) dispatching plan and the repair plan.
Article 35. To work out the power generation and dispatching plan, and the power supply (consumption) dispatching plan, the dispatching institution shall, pursuant to the control objective distributed by the people's government at the provincial level and the power trading plan formed from the market, take the factors such as public demand for electric power, repair plan, and equipment capacity of the power system, into comprehensive account, and reserve necessary and reasonable standby capacity. The dispatching plan shall pass the safety check.
Article 36. For the sake of hydroelectric dispatching operation, water energy resources shall be made full use of, the approved scheme on comprehensive utilization of reservoir shall be implemented strictly, the safety of the dam shall be guaranteed, and the accidents of submergence of the dam or workshops by flood shall be prevented.
A hydro-power plant shall timely, accurately and reliably transmit relevant information on reservoir's operation to the dispatching institution.
With regard to the rundle reservoir group of united operation, the power generation enterprise shall put forward the dispatching optimization scheme to the dispatching institution.
Article 37. A power generation enterprise shall generate power according to the power generation and dispatching plan and the dispatching order; a user of direct supply by the main grid shall consume electricity according to the power supply (consumption) dispatching plan and the dispatching order.
Where the enterprise fails to generate power according to the dispatching plan and the dispatching order, it shall be admonished by the dispatching institution. If it fails to make a correction after being admonished, the dispatching institution may suspend its grid-connection operation.
Where the user fails to consume electricity according to the dispatching plan and the dispatching order, it shall be admonished by the dispatching institution. If it fails to make a correction after being admonished, the dispatching institution may partially or totally suspend supplying electricity to it.
Article 38. A power grid enterprise or a power grid user shall, on the basis of the health conditions of its power equipment, apply to the dispatching institution for pre-arrangement of annual and monthly repair; the dispatching institution shall, upon the application for pre-arrangement of repair, and on the basis of the health conditions and operation capacity of the power system equipment, negotiate with the applicant, take all factors into consideration, and work out the annual and monthly repair plans.
Article 39. The power grid enterprise and the power grid user shall arrange the repair work according to the repair plan, strengthen equipment operation maintenance, and reduce non-plan outages and accidents.
A power grid enterprise and a power grid user may file a temporary repair application, while the dispatching institution shall reply in time, and make arrangements when allowed by the operation of power grids.
Article 40. A power grid enterprise and the power grid user shall provide auxiliary services in respect of maintenance of the stability of voltage and frequency, and the post-malfunction restoration of the power grid. The dispatching institution shall take charge of providing the auxiliary services for the dispatching.
Article 41. The reactive compensation of power grid shall comply with the principles of on-site balance by level and by area. The dispatching institution shall be responsible for the balance and adjustment of the reactive power grid, and shall, when necessary, formulate improvement measures which shall be implemented upon organization of the power grid enterprise and the power grid user. The dispatching institution shall, within the scope of its jurisdiction over dispatching, be responsible for the adjustment, control and management of the voltage of the power grid by levels. The power plant and transformer substation, connected with the power grid for operation shall be adjusted within the voltage operation scope determined by the dispatching institution.
Article 42. A dispatching institution shall, when the power grid is under the circumstances such as the active power cannot meet the demands, the stability limit is exceeded, the power system breaks down, the frequency is decreasing continuously, the voltage is below the lower limit, the standby capacity is insufficient, and so on, it may operate in limiting the power as per the accident-based power limiting ordinal position table approved by the relevant local people's government or the power limiting ordinal position table guaranteeing the safety of the power system. The power grid user shall, according to the load control scheme, control the load under the guidance of the power grid enterprise and the dispatching institutions thereof.
Article 43. In case of an emergency threatening the safe operation of the power system, the on-duty staff of the dispatching institution shall immediately take measures to avoid the accident or to prevent the enlargement of the accident. When necessary, it may, according to the operation rules of electric power markets, intervene in the electric power market by means of adjusting the system operation method, etc., and report to the electricity regulatory institution according to provisions.
Article 44. A dispatching institution shall take charge of managing the capacity of the power grid's high-frequency cutting machine and low-frequency self-start generating set, uniformly work out the automatic low-frequency and low-voltage load reduction scheme, organize the implementation thereof, and make system tests at regular intervals.
Article 45. The operation maintenance, statistical analysis, adjustment, determination and matching of the secondary system equipment of relay protection, safe automation device, dispatching automation, and power communications, shall be made according to the dispatching management rules and on-site operation management rules for the power grid concerned.
Article 46. A power grid enterprise and its dispatching institutions shall, according to relevant legal provisions of the state as well as the relevant national standards and industrial standards, make and improve the anti-accident measures for power grids, the system black start scheme, the system emergency responding mechanism and the anti-accident plan.
A power grid user shall, according to the requirements on stable operation of power grids, work out an anti-accident plan, while a grid-connection power plant shall make a plan on dealing with power cut accidents occurring to the whole plant, and report it to the dispatching institution for archival filing.
The power grid enterprise and power grid users shall fulfill the anti-accident measures on the basis of the division of equipment properties and operation maintenance duties.
A dispatching institution shall, at regular intervals, organize united anti-accident drilling, while the power grid enterprises and the power grid users shall, pursuant to the requirements, take part in the untied anti-accident drilling.
Article 47. The power grid enterprises and power grid users shall carry out electric power reliability management work, safety appraisal work and technical supervision work, and enhance the safe operation level.
CHAPTER V SUPPLEMENTARY PROVISIONS
Article 48. A dispatching institution at the prefecture (municipal) level or below, and the power grid enterprises, power grid users and relevant entities within the scope of its dispatching jurisdiction shall use the present Rules for reference of implementation.
Article 49. The term "power grid users" mentioned in the present Rules shall refer to the entities that complete electric power production and consumption via power grids, including power generation enterprises (including self-built power plants), users of direct supply by the main grid, and so on.
The term "users of direct supply by the main grid" mentioned in the present Rules shall refer to the users who conclude contracts on sale of electricity with a power grid enterprise at the level of province (municipality directly under the Central Government, autonomous region) or above, or the users who directly purchase electricity from a power generation enterprise via power grid.
Article 50. The present Rules shall come into force as of January 1, 2007.
