Regarding request for Instructions on the Business and Practice Scope of Project Cost Consultation Entities and Cost Engineers (No.2 [2003] of the Department of Construction of Guangxi Zhuang Autonomous Region), we hereby reply as follows upon deliberation:
The term "project" prescribed in the second paragraph of Article 3 of the Measures for the Administration of Project Cost Consultation Entities (Order No.74 of the Ministry of Construction), "a project cost consultation entity shall acquire the Qualification Certificate of Project Cost Consultation Entity and engage in the business of project cost consultation within the scope ratified in the qualification certificate; the term "construction projects" prescribed in Item (2) of Article 21, "a second-grade project cost consultation entity shall undertake the business of project cost consultation for medium and small scale construction projects within the province, autonomous region, or municipality directly under the Central Government where it is located", and the term "construction projects" prescribed in Article 2 of the Measures of the Administration of Registration of Cost Engineers (Order No.75 of the Ministry of Construction) shall all include professional projects such as highways, bridges, etc.
