As the cancellation of the two groups of administrative approval items is implemented after the promulgation of the Decision of the State Council on Canceling the First Group of Administrative Approval Items (No.24 [2002] of the State Council) and the Decision of the State Council on Canceling the Second Group of Administrative Approval Items and on Changing the Management Methods of Some Administrative Approval Items (No. 5 [2003] of the State Council), some administrative charging items directly linked to the cancelled administrative charging items should be cancelled accordingly. The relevant matters are hereby notified as follows: I. The following administrative charges shall be cancelled in accordance with the two groups of cancelled administrative approval items promulgated by the State Council: (1) the invitation processing fee for family visit to China by a citizen of the former Soviet Union, Mongolia or North Korea, the processing fee for special knife manufacturing license, the processing fee for dagger license and the processing fee for special knives purchase permit, which are collected by the departments in charge of public security; (2) the higher education cultivation fee against a person pursuing self-funded overseas studies, which is collected by the departments in charge of education; (3) the fees (including application fee, checkup fee and certificate fee) on qualification checkup and certificate issue for general project contracting, which are collected by the departments in charge of construction; (4) the approval certificate fee and the detection fee for production of drinking natural mineral water, which are collected by the departments in charge of land resources; (5) the fee for economic contract certification, the fee for designated trademark-printing organization certificate and the fee of verification thereof, which are collected by the departments in charge of industry and commerce; (6) the manufacturing license fees for anti-burglar alarm controller, radio and TV receiver, explosive for civil use, and tyre, which are collected by the departments in charge of industry and commerce; and (7) the manufacturing license fees for disposable transfusion set, syringe and medical incubator, which are collected by the departments in charge of food and drug. II. After the cancellation of the above administrative charging items, in case any discrepancy exists between the relevant documents heretofore promulgated by the Ministry of Finance and the State Development and Reform Commission (inclusive of the former State Development Planning Commission and the State Administration for Price Control), such documents shall be repealed. III. After the cancellation of the above administrative charging items, the departments and organizations concerned shall, as required, go through the formalities for revoking the fee-collection licenses with the designated price affairs departments and for canceling the administrative charging instruments with the finance departments at the same level. IV. The finance departments of all provinces, autonomous regions, and municipalities directly under the Central Government shall, in conjunction with the price control departments, strictly carry out the present Notice and implement the cancellation of the administrative charging items promulgated. Meanwhile, they shall, in accordance with the two documents, No. 24 [2002] and No. 5 [2003] of the State Council, clear up and cancel other local administrative charging items directly linked to the cancelled administrative approval items, and submit such cancellation to the Ministry of Finance and the State Development and Reform Commission for the record. |
