	NOTICE OF THE MINISTRY OF FOREIGN TRADE AND ECONOMIC COOPERATION ON AUTHORIZING CHINA INTERNATIONAL FREIGHT FORWARDERS ASSOCIATION TO HANDLE THE ISSUANCE AND REPLACEMENT ISSUANCE OF THE APPROVAL CERTIFICATE OF THE PEOPLE'S REPUBLIC OF CHINA FOR INTERNATIONAL FREIGHT AGENCY ENTERPRISE

Pursuant to the spirit of the State Council on the administrative approval reform, as well as in order to strengthen the macro-administration and further give scope to the functions of intermediation organizations, this Ministry has decided to reform the issuance and replacement issuance of the "Approval Certificate of the People's Republic of China for International Freight Agency Enterprise" (hereinafter referred to the "Approval Certificate"). We hereby give our notice concerning the relevant matters as follows:

I. China International Freight Forwarders Association is authorized to be responsible for the issuance and replacement issuance of the "Approval Certificate".

II. The specific formalities for the obtaining and replacement of the certificates shall be in compliance with the relevant provisions in the "Provisions of the People's Republic of China on the Administration of the International Freight Agency Business" and the Detailed Rules for the Implementation thereof (for trial), that is, an international freight agency enterprise must bring the relevant documents enumerated in the above said provisions to go through the formalities for the obtaining and replacement issuance of the certificate in China International Freight Forwarders Association.

III. Where an international freight agency enterprise needs to replace the original "Approval Certificate" due to the change of its name, it shall, in accordance with the "Notice on Canceling the Provisions on the Examination and Approval of Change of the Names of International Freight Agency Enterprises" (Letter 2141 [2000] of the MOFTEC concerning Development of Transportation), go through the formalities for replacement issuance of certificate in China International Freight Forwarders Association.

IV. Where an international freight agency enterprise intends to establish a branch company within an approved area for operation, it shall, in accordance with the "Notice on Canceling the Provisions on the Examination and Approval of the Establishment by International Freight Agency Enterprises of Branch Companies within Approved Areas for Operation" (Letter 3303 [2000] of the MOFTEC concerning Development of Transportation), bring the relevant materials to go through the formalities of obtaining the new certificate for the branch in China International Freight Forwarders Association.

V. China International Freight Forwarders Association shall regularly take some blank "Approval Certificates" from this Ministry and preserve them appropriately; shall register the use of such certificates, report the issuance of the certificates and relevant electronic data to this Ministry for record in the end of each quarter; and shall regularly turn in the waste and warn-out certificates to this Ministry for uniform disposition.

VI. China International Freight Forwarders Association shall carry out the tenet of serving enterprises, do well in the issuance and replacement issuance of certificates, and shall charge no fees from the enterprises for this work.
