	CIRCULAR OF THE STATE ADMINISTRATION FOR INDUSTRY AND COMMERCE CONCERNING THE USE OF NEW VERSION BUSINESS LICENSES

The former State Administration of Industry and Commerce was adjusted as the State Administration for Industry and Commerce last year. After deliberation, we have decided to start the use of new version business licenses of non-company enterprises with legal person status, private enterprises, sole-investor enterprises, partnership enterprises, and individual businesses as of May 1, 2002. The following circular is hereby made concerning the relevant matters:

I. As of May 1, 2002, the non-company enterprises with legal person status, private enterprises, sole-investor enterprises, partnership enterprises, and individual businesses going through the formalities for establishment registration, alteration registration, or replacement of business licenses shall start using the new version business licenses.

In the originals and duplicates of the new version business licenses of sole-investor enterprises, partnership enterprises, and individual businesses, all the printed characters of "State Administration of Industry and Commerce" shall be changed as "State Administration for Industry and Commerce"; uncolored fluorescent anti-counterfeiting marks of "Supervised by the State Administration for Industry and Commerce" are printed on all the originals and duplicates of the business licenses of non-company enterprises with legal person status, and private enterprises, and on the originals and duplicates of the business licenses of the branches thereof, the color of the fluorescent formed by uncolored fluorescent anti-counterfeiting printing ink is light red. The characters of "Manufactured by the State Administration for Industry and Commerce of the People's Republic of China" shall be added at the right bottoms of the originals and duplicates of businesses licenses and those of the enterprise branches above mentioned.

II. As of the day of receipt of the present Circular, the administrations for industry and commerce of the localities shall immediately stop printing the old version business licenses of the types above mentioned.

III. The old version business licenses of individual businesses already used shall be replaced after four years of use.

The old version business licenses of enterprises shall be stopped from use as of May 1, 2003. The localities shall carry out the issuance of new version business licenses in a planned way prior to that date.

The enterprises shall only be charged the cost of making the new version business licenses; and the charging standards for replacement of business licenses of individual businesses shall comply with the relevant provisions of the State.

The cost of making the new version business licenses shall be the same as that of the old version ones. The localities may not raise the charging standards in issuance of the new version business licenses, and may not charge additional fees by this chance.

IV. The administrations for industry and commerce of the provinces, autonomous regions, and municipalities directly under the Central Government shall be responsible for organizing the printing of the business licenses within their respective administrative areas, strengthen the supervision and administration of the printing of new version business licenses, and guarantee the quality of printing. The relevant departments and bureaus under SAIC shall, according to their respective duties, supervise the printing quality of the new version business licenses printed by the localities.

V. The film of the new version business license shall be manufactured by Jiangxi Changhe Special Certificate Co., Ltd., and the local administrations for industry and commerce shall place the orders according to their needs.
