Recently, some foreign shipping companies have, without permission, been engaged in the inner extension container transport along the coast of China. According to Article 4 of the Maritime Law of China, which provides that, "No foreign vessel may engage in the maritime transport or towage services between the ports of the People's Republic of China unless it is permitted by the competent authorities of transport and communications under the State Council". By far, this Ministry has never permitted any foreign liner or ship to engage in maritime transport between the ports of China. And this Ministry restates that no foreign vessels may, without permission, engage in the maritime transport of passengers and cargo between the ports of China by any means; and no international ship agency companies or ports may provide services to any foreign liner or ship that engages in the maritime transport between the ports of China without permission. The departments shall strengthen the supervision and inspection over the maritime transport between the ports of China undertaken by foreign vessels, regulate the shipping market acts, and maintain the shipping market order. This Ministry and the communication authorities will severely punish those foreign vessels that engage in the maritime transport between the ports of China without permission, in accordance with the Provisions on the Administration of International Liner Transport, the Provisions on the Administration of International Container Transport, and other relevant regulations.
