According to the plans and arrangements on gradual improvement of foreign trade technology service system in the Guiding Opinions on Encouraging the Enterprises to Counteract Technical Barriers Imposed by Foreign Countries (No. 613 [2005] of the Ministry of Commerce), the Ministry of Commerce has formulated and issued 20 technical guidelines for export commodities (hereinafter referred to as "technical guidelines") in 2005, and it hereby decides to establish the initial batch of technology service centers for export commodities (hereinafter referred to as "technology service centers"). The Ministry of Commerce has organized the experts in relevant departments, trade organizations and scientific research institutions to examine the entities recommended by the relevant departments and trade organizations according to the requirements of "professional authority, good technologies, abundant experience, being credible and law-abiding and serving the enterprises", and has approved to establish technology service centers in Chinese Academy of Fishery Sciences and in other 18 entities (see the Annex). The Ministry of Commerce shall, together with the relevant departments and by following the principles of "focusing on predominant resources, strengthening government guidance and serving foreign trade", guide and support the work on "technology service centers" according to the uniform plans and management measures, and encourage the cooperation between different industries and fields. And during the course of the 11th Five-Year Plan, the technical guidelines and technical services, etc. provided to enterprises shall at least cover the commodities of 50% annual export volume, and the efforts shall be given to cultivate and noticeably enhance the enterprises' adaptabilities to technical requirements of international market through constructing and improving the technology service system in the foreign trade sector, to apply energy saving and environmentally friendly new and high technologies so as to enhance the capabilities of foreign trade comprehensive proceeds, and to realize the self-driven innovation and grasp the initiatives in the tense international competition. The following 19 entities shall carry out all kinds of work on technology service centers as soon as possible, obtain excellent talents, capital, technologies and equipment and other service conditions, formulate the relevant working plans and implementation schemes, and actively and initiatively carry out the work according to the prescribed service fields. On the one hand, a series of fundamental work shall be carried out by focusing on "technical guidelines", for example, regularly adjusting and improving "technical guidelines", timely providing consultancy on "technical guidelines" to the enterprises, and promoting "technical guidelines" in light of uniform plans. On the other hand, efforts shall be put to the vigorous exploration of various means for foreign trade enterprises to provide technical services, for example, studying and promoting key technologies badly needed for the foreign trade sector, providing services to the enterprises for their overpass of technical barriers imposed by foreign countries; studying and promoting energy saving and environmental protection new and high technologies badly needed for the foreign trade sector, providing services for enhancing foreign trade comprehensive proceeds; assisting the enterprises to use advantageous technologies with own intellectual property rights to explore the international market and providing services for the enterprises to promote international competitiveness services, etc. The competent commercial departments of all the regions shall, in light of their own advantages and specific conditions, establish the provincial technology service centers to take charge of the relevant local work on foreign trade technical services after having reported them to the Ministry of Commerce for incorporating them into uniform plans.
