Since last year, with the implementation and fulfillment of the macro-control measures and policies, the excessive growth trend of real estate investment has been curbed to some extent. However, as the market demand is comparatively large, the house purchase for speculation or investment in some regions is increasing by a huge amount, the house supply structure is unreasonable and the costs for construction has been on the increase, etc., house prices in some regions are still soaring, which has affected the steady development of economy and society. In order to restrain the excessive growth of house prices and promote the sound development of the real estate market, we hereby notify the relevant matters as follows:
I. ATTACHING GREAT IMPORTANCE TO STABILIZING HOUSE PRICES
The real estate industry is an important pillar industry of our national economy. House prices have always deeply concerned the general public. The excessive rise of house prices has directly affected the improvement of house conditions of urban families, affected the financial security and social stability or even affected the sound operation of the whole national economy. At present, although the excessive growth of house prices is a partial and structural problem, yet if it is not brought under rein in a timely manner or fails to be settled in a proper manner, it may evolve into a problem that may affect the whole situation. Therefore, all regions and departments shall be fully aware of the importance of the real estate industry and the harm of excessive house price rises, attach great importance to it, intensify the leadership thereof, make stabilizing house prices an important content of strengthening and improving the macro-control and take effective measures to restrain the excessive rise of house prices.
II. PRACTICALLY TAKING UP THE RESPONSIBILITY OF STABILIZING HOUSE PRICES
Maintaining the comparable stability of house prices, especially the prices of ordinary commercial houses and the economically affordable houses is an important work to safeguard the immediate interests of the masses and the specific embodiment of the government's capability to rein the market. The local people's governments at all levels shall, from the height of practicing the important thought of the "Three Represents" and carrying out the scientific development concept, put the stabilization of house prices onto the important agenda of government work and practically take up the responsibility of stabilizing house prices. The people's governments at the provincial level shall take up the principal responsibility of stabilizing house prices within their jurisdictions and, at the same time, clarify the responsibilities of the people's governments at the municipal or county level. In order to intensify the responsibilities of the people's governments at all levels, any region where the house price rise surpasses the local consumption price index for a certain scope, the relevant departments may take such measures as suspending the examination and approval of the land to be used for any other construction project in the region or suspending the elevation of public utility prices or raising the charging rates. For those regions where the house price is soaring up, the controlling measures taken prove to be ineffective so that the local real estate market is suffering great fluctuations, which has affected the steady economic operation and social development, the relevant persons-in-charge shall be subject to liabilities.
III. VIGOROUSLY ADJUSTING AND IMPROVING THE HOUSE SUPPLY STRUCTURE
All regions shall take appropriate measures in light of the peculiarities of their locality, laying emphasis on the focus, making more efforts on adjusting the house supply structure and, on the basis of controlling the construction of non-residential houses and high-price houses, focus on increasing the supply of ordinary commercial houses, economically affordable houses and cheap-rent houses so as to enhance the proportion thereof in the market supply. We should increase the construction scale of ordinary commercial houses and economically affordable houses in a planned manner and publicize it to the general public; carrying into effect the cheap-rent house system in an overall manner so as to satisfy the house demands of urban low-income families. We should adjust the supply structure of land as used for the real estate development in a timely manner, increase the land supply for ordinary commercial houses and economically affordably houses and supervise and urge their construction. At the same time, we should straighten out those unused lands so as to promote the reasonable utilization of accumulated land and enhance the actual total supply of land as well as the utilization efficiency of land. For the land used for residential housing construction that has been approved but remained unused for a long term, we should revoke the land use right or take any other measures for disposal in strict accordance with the relevant provisions.
IV. STRICTLY CONTROLLING THE PASSIVE HOUSE DEMAND
All regions shall, according to the Circular of the General Office of the State Council on Controlling the Scale of Urban House Dismantlement and Strictly Enforcing the Administration of Dismantlement and Relocation (No. 46 [2004] of the General Office of the State Council), intensify the administration of dismantlement and relocation plans and decide the annual house dismantlement scale in a reasonable manner for the purpose of meeting the actual requirement of economic and social development and in strict accordance with the overall planning of land utilization and the overall city planning. We should resolutely prevent the act of seeking myopic success and quick returns, blindly emulating the higher or the better or large scale of dismantlement or construction in the urban construction and house dismantlement so as to prevent the excessive growth of passive house demand as brought along by dismantlement and relocation and further ease the market pressure. The total amount of urban house dismantlement in 2005 shall be controlled within the scale of the previous year.
V. GUIDING THE REASONABLE CONSUMPTION FORECAST OF CITIZENS IN A CORRECT MANNER
We should take the relevant policies and measures of land, taxation and finance in a comprehensive manner, make use of the mass media and legal means, correctly guide the housing consumption of citizens and control their unreasonable demands. We should, on the basis of further supporting the improvement of housing conditions of urban citizens, rectify the market order, intensify the strength of controlling the house purchase for investment, seriously investigate into and punish such illegal activities as rule-breaking sales and viciously driving up house prices so as to crack down any speculation and play-up. We should pay more attention to publicity, reveal the relevant information of land supply, house demand and price fluctuation in a timely manner and guide the reasonable consumption and expectations of citizens, At the same time, we should regulate the guiding measures so as to avoid any discouragement of market confidence and any big fluctuation of the real estate market that may occur.
VI. SUPERVISING THE REAL ESTATE MARKET OPERATION IN AN OVERALL MANNER
We should establish and improve a real estate information system and an early warning and forecasting system, strengthen the supervision over the real estate market so as to grasp the real estate market situation and operational trend in an all-around and accurate way. We should base ourselves on the present situation and view from the long-term angle, reinforce researches on the relevant issues concerning the real estate market and carry out an overall analysis on the real estate market, especially house prices, as soon as possible and continue to improve the relevant policies and measures for regulating and controlling house prices. At the same time, we should formulate the relevant reserve plans for emergencies and settle and prevent any problem that may arise in the real estate market operation.
VII. ACTIVELY IMPLEMENTING THE VARIOUS POLICIES AND MEASURES FOR CONTROLLING HOUSE SUPPLY AND DEMAND
In order to strengthen the regulation and control on the real estate market, stabilize house prices, the relevant departments of the State Council have promulgated a series of policies and measures concerning land, finance and taxation and will promulgate more policies according to the situation at appropriate time. All regions shall earnestly implement the vairous policies of the state on house supply and demand and formulate the specific implementation schemes as soon as possible and carry out their implementation. At the same time, we should pay attention to summing up the sound experiences and practices, deliberate and formulate adjustment measures that suit the actual situation of the region and, by all means including economic and legal means, carry out a pointed two-way regulation and control on the respects of supply and demand so as to effectively lower the too high house prices.
VIII. EARNESTLY ORGANIZING THE SUPERVISION, PROMOTION AND EXAMINATION OF THE WORK OF STABILIZING HOUSE PRICES
In order to supervise and urge all regions to implement the macro-control policies of the state, practically do a good job of stabilizing house prices, the relevant departments of the State Council shall, by proper means, carry out examination and guidance on house prices and the implementation of all policies and measures in all regions. Focused supervision and examination shall be carried out in those regions or cities where the house price is in excessive rise. We should establish a circulation system, through which criticisms shall be circulated for those regions where the controlling measures fail to be implemented or the house price rises too fast. All regions shall also intensify the guidance and coordination of the work of all municipalities and counties, further intensify the strength of supervision and examination so as to ensure that all policies and measures are effectively implemented. All regions and the relevant departments shall earnestly organize the supervision and examination work, reinforce the coordination and cooperation and report those problems as found out in the examination and those severe situations as reported by different regions to the State Council in a timely manner.
