In order to implement the spirit of Premier Zhu Rongji's and State Councilor Wu Yi's Speeches at the latest National Foreign Investment Affairs Meeting concerning the introduction of investments, and promote investments, we hereby give our notice on the relevant issues as follows: I. Under the new circumstance, the introduction of foreign investments shall be in combination with the adjustment of economic structure, promotion of industrial upgrading and improvement of enterprise benefits; be in combination with the establishment and improvement of socialist market economic system, and the strengthening of the enterprises' international competitiveness, and be in combination with the enlargement of enterprise export and development of export-oriented economy. II. The methods of introducing investments shall be improved, and the governmental departments shall not focus on the introduction of investments that should be done by enterprises. Large-scale and comprehensive overseas investment introduction activities held in the name of the government shall be reduced. III. The leaders and cadres of the governmental departments shall not make promises on the projects under negotiation, which are in violation of the state laws or regulations and the principles of market economy or the state policies on utilization of foreign investments. IV. The preferential policies for attracting investments in the name of introducing investments shall not be promulgated, and the state policies on utilization of foreign investments shall not be violated. It is also prohibited to commit vicious competition in the introduction of investments. V. The methods of compelling the department to introduce investments by setting forth targets or tasks or raising the quota level by level shall be changed. It is also prohibited to compete blindly on the quantity of introduced investments. The cadres' political achievement shall not be appraised by the quantity of introduced investments. VI. You shall, when stressing the introduction of foreign investments, carefully implement the guidance and policies of the CCCPC and the State Council on utilization of foreign investments, shall, in combination with the local actual situation, study and formulate specific measures on improving the quality and level of utilization of foreign investments, and shall especially, transform the government functions, improve the work efficiency, make great efforts in such as respects improvement of investment environment, regulation of the administration of foreign-funded enterprises, etc., so as to improve the overall level of utilization of foreign investments. You shall completely and conscientiously implement the spirit of the National Foreign Investment Affairs Meeting and have good investment promotion. |
