It is the basic economic system for the early stage of socialism of our country to keep public ownership as the mainstay and allow diverse forms of ownership to develop side by side. While unswervingly consolidating and developing the public sector of the economy, there should also be unswerving efforts to encourage, support and guide the development of the non-public sector of the economy, so as to have them promoted mutually and developed together in the process of socialist modernization, which is the basic guidelines that shall be adhered to for a long period of time, and a necessary requirement for perfecting the socialist market economic system and building the socialism with Chinese characteristics. Since the opening to the outside world, the individual economy, private economy and other non-public sectors of the economy have developed and expanded continuously, and have become a vital component part of the socialist market economy and an important propeller of social productive forces. To actively develop individual economy, private economy and other non-public sectors of the economy is conducive to invigorating urban and rural economy, increasing fiscal revenue, expanding social employment, improving the living standard of the people, optimizing economic structure, and promoting economic growth, and it has great strategic significance to build a moderately prosperous society in all aspects and accelerate the process of socialist modernization.
To encourage, support, and guide the development of the non-public sector of the economy, we shall be guided by the Deng Xiaoping's Theory and the important thoughts of "Three Represents", implement in all aspects a scientific outlook on development, earnestly carry through the guidelines and policies determined by the Central Committee of the Communist Party of China, further liberate thoughts, deepen reform, remove the institutional barriers that restrict the growth of the non-public sector of the economy, and establish the equal status of market players so as to realize fair competition; we shall further perfect state laws and regulations and policies to protect the lawful rights and interests of enterprises in the non-pubic sector of the economy and their employees; we shall strengthen and improve monitoring and services of the government for them, so as to create a better environment for the development of the non-public sector of the economy; we shall guide the enterprises in the non-public sector of the economy to conduct management and operation according to law, be honest and in good faith, improve management and quality and level of their development continuously, so as to promote the sustainable and healthy development of the non-public sector of the economy. Therefore, we hereby put forward the following opinions:
I. LIBERALIZING MARKET ACCESS FOR THE NON-PUBLIC SECTOR OF THE ECONOMY 1. The principle of equal access and fair treatment shall be implemented. Non-public capital should be allowed to enter industries and fields not forbidden by laws or regulations. The domestic non-public capital shall be allowed to enter those industries and fields, which any foreign capital is allowed to enter, with the relaxing of requirements such as those on the proportion of equity. Enterprises in the non-public sector of the economy shall be treated on an equal footing as the enterprises of other ownership with the same kind of preferential treatment in aspects such as investment approval, financing service, finance and taxation policies, land use, foreign trade, and economic and technological cooperation. For matters that shall be subject to examination and approval, authorization or archival filing, the government departments shall make open the corresponding systems, conditions and procedures. The relevant departments of the state and the local people's governments shall complete as soon as possible the work for the cleanup and revision of the laws, regulations and policy provisions that restrict the market access of the non-public sector of the economy. Foreign-funded enterprises shall implement the provisions of the relevant laws and regulations accordingly.
2. Non-public capital is allowed to enter the monopolized industries and fields. The reform in the monopolized industries shall be speeded up to introduce market competition mechanism in industries and fields such as electric power, telecommunications, railways, civil aviation, and oil. And the multi-investors shall be positively pushed on to allow non-public capital to enter the inherent monopolized business in the aforesaid industries and fields by equity participation and other ways, and non-public capital may also enter other businesses by ways such as sole proprietorship, joint venture, cooperation, and project financing. Under the precondition of unified planning by the state, and unless otherwise specified by any state law or regulation, enterprises in the non-public sector of the economy that have the qualification are allowed to obtain the prospecting right and the mining right on mineral resources on equal basis according to law, and non-public capital is encouraged to carry out commercial survey and development on mineral resources.
3. Non-public capital is allowed to enter the fields of public utilities and infrastructure. The improvement of government franchising system shall be speeded up to regulate acts of bid invitation and tendering, and support non-public capital to actively take part in the investment, construction and operation of municipal public utilities and infrastructure such as urban water supply, gas supply, heat supply, public traffic and sewage and rubbish disposal. Under the precondition of regulating the transfer acts, the property right or management right of any public utility or infrastructure project that has conditions may be transferred to enterprises in the non-public sector of the economy. Enterprises in the non-public sector of the economy are encouraged to participate in the reform of the property right system and ways of management of enterprises and institutions of municipal public utilities.
4. Non-public capital is allowed to enter the field of social undertakings. Non-public capital shall be supported, guided and regulated to invest in not-for-profit and for-profit fields such as education, scientific research, health, culture, physical training and other social undertakings. At the time of opening market access, the supervision by government and society shall be strengthened to maintain public interests. Non-public economy shall be supported to participate in the reorganization and restructuring of public institutions of social undertaking. And non-public economy shall, through taxation and the relevant policies, be encouraged to contribute money or donate to social undertakings.
5. Non-public capital is allowed to enter finance service industry. Under the precondition of strengthening legislation, regulating access, supervising strictly and effectively preventing financial risks, non-public capital is allowed to enter regional stock banks and cooperative financial institutions. Any enterprise in the non-public sector of the economy that meets the relevant requirements may, as a founder, establish an intermediary financial service institution. Any enterprise in the non-public sector of the economy that complies with the relevant conditions is allowed to take part in the reorganization and restructuring of financial institutions such as banks and securities and insurance institutions.
6. Non-public capital is allowed to enter the field of defense-related science and technology industry construction. We shall adhere to the guidelines of combining the military efforts with civilian support, bring into play the role of market mechanism, and allow enterprises in the non-public sector of the economy to take part in the competition in obtaining the task of scientific research and production in war industry and the reorganization and restructuring of war industrial enterprises according to the relevant provisions. Enterprises in the non-public sector of the economy shall be encouraged to take part in the development of high-tech for both military and civil uses and the industrialization thereof.
7. The non-public sector of the economy shall be encouraged to take part in the structural adjustment of state-owned economy and the reorganization of state-owned enterprises. Great efforts shall be made to develop the economy of mixed ownership with the participation of shares such as state-owned capital, collective capital and non-public capital. Enterprises in the non-public sector of the economy shall be encouraged to take part in the reorganization, restructuring and reconstruction of state-owned enterprises and collective enterprises through merger, holding, equity participation and various other ways. Where any enterprise in the non-public sector of the economy mergers any state-owned enterprise, takes part in peeling social functions from the enterprise and turning its secondary lines of business into independent companies, it shall deal with the assets disposal, handling of debts, personnel placement, social security and other relevant matters by referring to the corresponding policies for the reform of state-owned enterprises. Enterprises in the non-public sector of the economy shall be encouraged to merger collective enterprises. The relevant departments shall lose no time to make research and formulate the corresponding policies.
8. The non-public sector of the economy shall be encouraged and supported to take part in the development of the western region, the rejuvenation of Northeast China and other old industrial bases, and the growing up of the central region. The western region, Northeast China and other old industrial bases and the central region shall take effective policies and measures earnestly to develop the non-public sector of the economy, and attract enterprises in the non-public sector of the economy to make investment and construction and participate in the reorganization of state-owned enterprises. The eastern coastal areas shall also continue to encourage and support the development and expansion of the non-public sector of the economy.
II. MORE TAX AND FINANCIAL SUPPORT TO THE NON-PUBLIC SECTOR OF THE ECONOMY
9. More tax and financial support shall be given. The scale of the special funds of the state for promoting the development of small and medium-sized enterprises shall be enlarged gradually, and people's governments at the provincial level and the cities and counties with conditions shall allocate special funds respectively in the financial budget of the corresponding level. The establishment of the national fund for the development of small and medium-sized enterprises shall be speeded up. And research shall be made to perfect the relevant tax supporting policy.
10. More credit support shall be given. The role of the loan rate floating policy shall be brought into effective play to guide and encourage various financial institutions to carry out renovation on financial products in light of the characteristics of the non-public sector of the economy, improve financial service, and earnestly bring into play the role of the department of credit loans for small and medium-sized enterprises in the bank, ameliorate the ways for the examination of credit loans and management on awards and punishment, and raise the proportion of loans to enterprises in the non-public sector of the economy. City commercial banks and city credit cooperatives shall actively attract non-public capital to buy shares; rural credit cooperatives shall actively attract farmers and individual businesses and small and medium-sized enterprises to buy shares, so as to strengthen the capital strength. Policy banks shall make research to improve their ways of service, enlarge the scope of service for enterprises in the non-public sector of the economy, and provide effective financial products and services. Policy banks shall be encouraged to carry out businesses such as providing sub-loans and loans with a guaranty, with the support of local commercial banks and other small and medium-sized financial institutions and guaranty institutions, aiming at providing services for small and medium-sized enterprises in the non-public sector of the economy.
11. The channels for direct financing shall be broadened. Enterprises in the non-public sector of the economy shall be treated on the equal footing as the state-owned enterprises in stock issuance and listing in capital market. On the basis of accelerating the improvement of small and medium-sized enterprise board and pushing forward system renovation, the second board market shall be boosted step by step, and the function of the system of securities companies for handling share transfers as agents shall be perfected, so as to create conditions for enterprises in the non-public sector of the economy to avail themselves of capital market. Those enterprises in the non-public sector of the economy that meet the relevant requirements shall be encouraged to list overseas. The equity exchange market shall be regulated and developed to promote the circulation and reorganization of various capitals. The non-public sector of the economy is encouraged to raise funds by ways of equity financing and project financing. The mechanism of investment in business starting shall be established and perfected to support the development of small and medium-sized investing companies. The enterprises in the non-public sector of the economy, which comply with the relevant requirements, shall be allowed to issue enterprise bonds according to the relevant provisions of the state.
12. Innovation of financial service shall be encouraged. The system of credit standing appraisal of enterprises in the non-public sector of the economy shall be ameliorated to grant credit loans to those enterprises that meet the relevant requirements. Those enterprises that comply with the relevant provisions may make experiments on pledge of industrial property rights, non-patent technology or other intangible assets for a loan upon approval. Financial institutions are encouraged to open financing lease, corporate finance and account custody and other businesses. The ways and means of service of insurance companies shall be ameliorated to carry out innovation of products and services aiming at enterprises in the non-public sector of the economy. Enterprises in the non-public sector of the economy shall be supported to attract the investment of international financial organizations according to the relevant provisions.
13. The credit guaranty system shall be established and perfected. Non-public economy shall be supported to establish commercial or mutual-aid credit guaranty institutions. Those regions that have conditions shall be encouraged to establish credit guaranty funds for small and medium-sized enterprises and regional credit re-guaranty institutions. The mechanism for credit guaranty industrial access, risk control and compensation shall be established and perfected to strengthen supervision over the credit guaranty institutions. And self-disciplinary organizations of guaranty industry shall be established and perfected.
III. IMPROVING SOCIAL SERVICES FOR NON-PUBLIC ECONOMY
14. Great efforts shall be made to develop social intermediary services. Governments at all levels shall make great efforts to support the intermediary service institutions, stick to the principle of socialization, specialization, and market-orientation, and improve the social service system constantly. The development of various social intermediary service institutions such as business starting tutorship, fund raising and financing, market expansion, technical support, certification and accreditation, information service, management consultation and talent training. shall be supported. Various industrial associations and chambers of commerce and other self-disciplinary organizations shall be standardized and developed. The market order for intermediary services shall be rectified, so as to standardize the intermediary service acts, and create a better service environment for non-public economy.
15. The business starting services shall be positively carried out. The state policy of employment and reemployment shall be put into effect to give policy support to self-business starting, encourage persons who come off sentry duty or who are unemployed, soldiers out of commission, college graduates and homecoming students abroad and other persons to open small enterprises, develop new jobs, so as to promote employment through business starting. Governments at all levels shall give support to the establishment of business starting service institutions, and be encouraged to provide various business starting services and policy support for those small enterprises newly set up. The newly established small enterprises may be allowed to lower the limit of registered capital of the company according to the nature of the industry, pay their registered capital in stages, and reduce or exempt from the fees for registration and recording.
16. Support shall be given to carry out training of operators and employees of enterprises. Various forms of training shall be carried out according to the different demand of non-public economy. Social resources shall be integrated, and new ways of training shall be created to form a training mechanism of combining government guidance and social support with the self-decision of the enterprises. With the support of junior colleges and universities and various training institutions and enterprises, the training shall be focused on laws and regulations, industrial policies, management, professional skill and technology application and other aspects, and governments at all levels shall provide appropriate subsidies and financial aids. The enterprises shall regularly carry out training for their employees of professional skill and safety knowledge.
17. The services on scientific and technological innovation shall be strengthened. Great efforts shall be made to support the scientific and technological innovation of enterprises in the non-public sector of the economy, and establish as soon as possible a platform of information and technical service with the commonness suited to the characteristics of the small and medium-sized enterprises in the non-public sector of the economy, so as to boost the information construction of enterprises in the non-public sector of the economy. Great efforts shall be made to cultivate technology market, so as to promote the transformation of scientific and technological fruits and technology transfer. The scientific and technological intermediary service institutions shall positively provide scientific and technological consultancy, technical popularization and other professional services for enterprises in the non-public sector of the economy. The scientific research institutes and colleges and universities shall be guided and supported to associate with enterprises in the non-public sector of the economy through carrying out various forms of production, study and research. The state-owned scientific research institutions shall be encouraged to open laboratories to enterprises in the non-public sector of the economy to make full use of the existing scientific and technological resources. Support shall be given to non-public capital to open small and medium-sized enterprises of the science and technology type and scientific research and development institutions. Those retired persons who have professional skills shall be encouraged to provide technical services for enterprises in the non-public sector of the economy. The intellectual property rights of any entity or individual shall be protected effectively.
18. Enterprises shall be supported to expand markets home and abroad. The method of government procurement shall be ameliorated to have the enterprises in the non-public sector of the economy to enjoy equal treatment as other enterprises in government procurement. The building of information network shall be promoted so as to positively provide market information both home and abroad for enterprises in the non-public sector of the economy. Enterprises in the non-public sector of the economy shall be encouraged and supported to expand export and "go global", and make investment and set up enterprises abroad, and shall enjoy the same kind of preferential treatment as other enterprises in foreign investment, import and export credit, export credit insurance and other aspects. Enterprises in the non-public sector of the economy shall be encouraged to apply for intellectual property rights overseas. The role of industrial associations and chambers of commerce and other intermediary organizations shall be brought into play, and the state funds for the expansion of international market for small and medium-sized enterprises shall be made good use, so as to support enterprises in the non-public sector of the economy to expand international market.
19. The building of the credit system of enterprises shall be promoted. The building of credit collection system, rating and publishing system and mechanism for punishment for breaking faith, which suited to the characteristics of small and medium-sized enterprises in the non-public sector of the economy shall be accelerated, so as to push forward the pilot work for the establishment of enterprise credit archives, and establish and perfect the credit archive database of enterprises in the non-public sector of the economy. For enterprises with higher level of credit standing, the relevant registration and examination organ shall simplify the formalities for annual examination and archival filing. The credit consciousness of enterprises shall be strengthened, the credit system of enterprises shall be improved, and the credit self-disciplinary mechanism shall be established.
IV. PROTECTING THE LAWFUL RIGHTS AND INTERESTS OF THE ENTERPRISES IN THE NON-PUBLIC SECTOR OF THE ECONOMY AND THEIR EMPLOYEES
20. The system for the protection of private property shall be improved. The laws and regulations and administrative rules on the protection of lawful private property shall be implemented strictly. No entity or individual may infringe upon the lawful property of any enterprise in the non-public sector of the economy, nor may anyone illegally alter the ownership relationship of any property of any enterprise in the non-public economic sector. The cleanup, revision and perfection on relevant laws and regulations and administrative rules concerning the protection of lawful private property shall be speeded up.
21. The lawful rights and interests of enterprises shall be protected. No entity or individual may interfere with the production and management activities lawfully carried out by any enterprise in the non-public sector of the economy. The various lawful rights and interests such as the reputation, right of person and property of the owners of enterprises shall be protected according to law. In case any enterprise in the non-public sector of the economy applies for an administrative reconsideration for any infringement on its lawful rights and interests, the government departments shall accept it in a timely manner, treat it fairly and give a reply within a prescribed time limit.
22. The lawful rights and interests of employees shall be safeguarded. Any enterprise in the non-public sector of the economy shall respect and safeguard the various lawful rights and interests of its employees and shall, according to the Labor Law of the People's Republic of China and other relevant laws and regulations, and on the basis of equal negotiations, sign standard labor contracts with its employees, and perfect the collective contract system, so as to ensure that the two parties have reciprocal rights and obligations; the enterprise shall pay wages to its employees in time and in full amount according to law, and the standard of wages shall not be lower explicitly or in a disguised form than the minimum wages prescribed by the local government, and the mechanism for normal wage growth of employees shall be established step by step; the enterprise shall ensure that its employees enjoy the rights of rest and vacation prescribed by the state, may not force any of its employees to work overtime explicitly or in a disguised form, and shall pay overtime wages or give additional holidays according to law to its employees for their overtime or extension of working hours; the enterprise shall strengthen labor protection and prevention of occupational diseases, and do a good job for work safety and the prevention and control of occupational harm in working places, improve working conditions, and strengthen labor protection. The enterprise shall also safeguard the lawful rights and interests and special interests of female employees, and is prohibited from employing child laborers.
23. The building of social security system shall be pushed forward. Enterprises in the non-public sector of the economy and their employees shall, according to the relevant state provisions, take part in such social insurances endowment, unemployment, medical, work-related injury and child-bearing insurances, and pay social insurance premium. The system for housing provident fund shall be established according to the state provisions. The relevant departments shall, according to such characteristics of enterprises in the non-public sector of the economy as the large quantity and wide coverage, flexibility in employment and high mobility of employees, positively probe into the establishment and perfection of social security system of employees.
24. The trade union organizations of the enterprises shall be established and perfected. Enterprises in the non-public sector of the economy shall ensure the employees' right to take part in and organize trade unions according to law. The trade union of an enterprise shall exercise democratic management, and represent and maintain the lawful rights and interests of the employees according to law. Each enterprise shall create necessary conditions for its trade union to carry out normal work, and allocate expenses for the trade union according to law and shall not interfere with the affairs of the trade union.
V. GUIDING ENTERPRISES IN THE NON-PUBLIC SECTOR OF THE ECONOMY TO IMPROVE THEIR QUALITY AND LEVEL OF DEVELOPMENT
25. The provisions of the state laws, regulations and policies shall be implemented. Enterprises in the non-public sector of the economy shall implement the laws and regulations of the state, operate and pay taxes according to laws and regulations. They shall abide by the micro-control policy of the state, strictly implement the relevant technical regulations, conscientiously abide by the relevant provisions on environmental protection and work safety, adjust and optimize industrial and product structure on their own initiatives, accelerate technical progress, improve product quality, and reduce the consumption of resources, as well as reduce environmental pollution. The state shall support the non-public sector of the economy to invest in high and new technology industry, modern service industry and modern agriculture, encourage the development of such labor intensive industries with large capacity for admitting employment as processing trade, community services and farm produce processing.
26. Enterprise management and operation activities shall be standardized. Any enterprise in the non-public sector of the economy shall obtain the corresponding qualifications and license according to law in aspects such as work safety, environmental protection, sanitation, quality, land use, and exploitation of resources when engaging in production and management activities. The enterprises shall strengthen the management and control of production, marketing and quality, and make well-defined internal rules and regulations. Responsibility systems such as for work safety, environmental protection, sanitation and labor protection shall be established, and the necessary input shall be ensured. An accounting system shall be established and perfected, and the financial statements shall be worked out according to the facts. The enterprises shall submit statistical information according to law. The research in the improvement and perfection of management systems such as for accounting, tax payment and statistics of individual businesses and small enterprises shall be speeded up.
27. The enterprise organization system shall be perfected. Each enterprise shall be established in the standard form of a sole proprietorship, partnership or corporate enterprise according to the provisions of the relevant laws or regulations. The corporate enterprises shall improve their corporate governance in light of the requirements of the Company Law of the People's Republic of China. Investigation shall be made for the establishment of the organization systems that are conducive to the development of individual businesses and small enterprises.
28. The quality of the management personnel of the enterprises shall be improved. The capital contributors and management personnel of enterprises in the non-public sector of the economy shall study the state laws and regulations and guidelines and policies on their own initiatives, learn modern science and technology and management knowledge, strengthen their awareness of law, consciousness of good faith and public morality, and make great efforts to improve self quality. Enterprises in the non-public sector of the economy shall be guided to actively carry out poverty alleviation through development, social relief and "honorable undertakings" and other social welfare activities, enhance their sense of social responsibility. Governments at all levels shall attach importance to the building of talent teams for non-public economy, and apply the same policy to enterprises in the non-public sector of the economy as that to public-owned enterprises in aspects such as personnel management, education and training, appraisal of the professional titles and government awards. The system for the testing and appraisal and recommendation of professional managers shall be set up to accelerate the process of professionalization and market-orientation of enterprise management talents.
29. Enterprises that have conditions shall be encouraged to develop into large enterprises with strength. The state supports enterprises in the non-public sector of the economy that have conditions to expand their strength through merger, acquisition, combination and other ways, and develop into big companies or large groups that have core business and strong market competitiveness, and those enterprises that have conditions may develop towards transnational corporations. Enterprises in the non-public sector of the economy shall be encouraged to implement brand strategy, and make efforts to create famous brand products. Support shall be given to develop high and new technology enterprises in the non-public sector of the economy, which shall be encouraged to put more energy to bring forth new ideas in science and technology and develop new products, and try to improve their capabilities of independent innovation, and try to have owned intellectual property rights. The policy of the state in supporting technological renovation of enterprises, technological progress, foreign trade and other aspects may also be applied to enterprises in the non-public sector of the economy.
30. The development of specialized cooperation and industrial groups shall be pushed forward. The enterprises shall be guided and supported to engage in specialized production and specialized management, and develop towards the orientation of "specialization, delicacy, peculiarity and newness". Small and medium-sized enterprises shall be encouraged to carry out various forms of economic and technological cooperation with large enterprises, and establish stable supply, production, sales, technical development and other cooperation relationships. We shall cultivate key enterprises and famous brands through improving the level of specialized cooperation, develop specialized markets, develop new forms of market organization, and promote resources sharing to promote the healthy development of industrial groups with the characteristics of centralization of small and medium-sized enterprises.
VI. IMPROVING THE SUPERVISION OF THE GOVERNMENT OVER ENTERPRISES IN THE NON-PUBLIC SECTOR OF THE ECONOMY
31.The ways of supervision shall be ameliorated. The people's governments at all levels shall improve the relevant systems according to the characteristics of the production and management of enterprises in the non-public sector of the economy, and perform the function of supervision and management according to law. The relevant supervisory departments shall ameliorate supervisory methods, make the supervision system open, standardize supervisory activities and improve supervision level. The building of the supervision contingents shall be strengthened to improve the quality of supervisors. The relevant supervision information shall be released to the public in time to bring into play the role of public supervision.
32. The coordination between labor surveillance and labor relationship shall be strengthened. The labor security departments and other departments at all levels shall attach high importance to the issue of labor relationship of enterprises in the non-public sector of the economy, and strengthen supervision over and inspection of the non-public enterprises in respect of their implementation of labor contracts, wages and remunerations, labor protection and social insurance and other regulations and policies. The mechanism for labor relationship coordination of enterprises in the non-public sector of the economy shall be established and perfected, and the system for handling labor disputes shall be perfected to resolve labor disputes in time, promote the harmony of labor relationship and maintain social stability.
33. The charging acts of administrative departments and institutions of the state shall be standardized. The existing items of fees charged by the administrative departments and institutions shall be further straightened. Apart from fees prescribed by laws and regulations of the state and the competent departments of finance and price of the State Council, no department or entity shall have any right to collect any fees by force from any enterprise in the non-public sector of the economy, nor shall it have any right to require by force any enterprise to offer various supporting fees or accept paid services on any ground. The public notice system for charging and the provisions concerning the separation between revenue and expenditure shall be implemented strictly. Any enterprise shall have the right to refuse and report any act of collecting fees without license or any unlawful collection of fees. The people's governments at all levels shall strengthen the supervision over and inspection of various charges, and seriously investigate into and punish against arbitrary charges, fines and fund-raising quotas.
VII. STRENGTHENING GUIDANCE TO AND POLICY COORDINATION FOR THE DEVELOPMENT OF NON-PUBLIC ECONOMY
34. The guidance to the development of non-public economy shall be strengthened. The people's governments at all levels shall, in light of the need for the development of non-public economy, strengthen consciousness of service, improve ways of service and create news means of service. The development of non-public economy shall be brought into the national economic and social development plan, the monitoring and analysis of the development of non-public economy shall be strengthened, and the relevant information concerning industrial policies, development plans, investment focus and market demand shall be announced to the society in time. The work coordination mechanism and department joint meeting system for the promotion of the growth of non-public economy shall be established, so as to strengthen the cooperation between different departments, and form a joint force for the healthy development of non-public economy. The role of business associations at all levels as assistants of the government in managing enterprises in the non-public sector of the economy shall be brought into full play. The statistical departments shall ameliorate and perfect the existing statistical systems to reflect the development of non-public economy accurately and in time.
35. A good public opinion environment shall be built. Great efforts shall be made to publicize the guidelines and policies of the Communist Party of China and the state on encouraging, supporting, and guiding the development of non-public economy and the relevant laws and regulations, publicize the important position and role of the non-public economy in the construction of socialist modernization, publicize and honor advanced representatives coming forth in the non-public economy, and form a good environment of public opinions that is advantageous to the development of non-public economy.
36. The work for the implementation shall be done well. Various localities and departments shall strengthen investigation and research, formulate and improve specific measures for promoting the development of non-public economy and the matching methods as soon as possible, and earnestly solve new problems encountered in the development of non-public economy, so as to ensure the actual effect of the guidelines and policies of the Communist Party of China and the state, and promote the healthy development of non-public economy.
