	CIRCULAR OF THE NATIONAL DEVELOPMENT AND REFORM COMMISSION ON THE PRICES OF THE NEW STANDARD GASOLINE

According to the requirements of the GB17930-1999 Gasoline Without Lead for Vehicle Use and that of the No.1 Revision Bill promulgated by the State Administration for Quality Supervision, Inspection and Quarantine, from July 1, 2003, the new standards for gasoline that are presently implemented in the three cities of Beijing, Shanghai and Guangzhou, shall be implemented throughout the whole country. We hereby make the following notice upon the relevant issues concerning the price of the new standard gasoline:

I. The new standard gasoline refers to the gasoline without lead for vehicle use, which is in conformity with the quality requirements of GB17930-1999, and whose name for commercial use shall still be "the High Standard Clear Gas".

II. According to the principle of high quality, fair price, the price of the new standard gasoline shall be increased properly, and the quality rate of the high standard clear gas shall be carried out throughout the country. Meanwhile, whereas the production and sale of the common gas without lead will be stopped throughout the country from July 1, 2003, it is decided to change the standard sample of gasoline from the present No. 90 gas without lead to No. 90 high standard clear gas.

III. After the modification of the standard sample of gasoline, the factory price of the gasoline (standard) provided by the petroleum corp. and the petrol-chemical corp. for the use of the army, the Sinkiang Production and Construction Corps., and the state reserve will be RMB3,010 yuan per ton. For the quality rate of the gasoline newly checked and ratified, and the medium standard price for the retail of the gas (standard) in all the provinces (autonomous regions, cities) or the central cities, please refer to Attachment 1 and Attachment 2.

IV. After the modification of the standard sample of gasoline, the price exchange relation between the heavy oil used for the liquefied gas and the chemical fertilizer, and the standard sample of gasoline shall be adjusted as 0.83-0.92:1 and 0.34-0.44:1¡£

V. After the implementation of the new standard for gasoline, the retail price determined according to the medium standard price for retail and the fluctuating range prescribed by the State shall be the final retail price.

VI. The name and the unit price of the product shall be expressly marked by the gas station when selling the "High Standard Clear Gas".

VII. The Shenzhen price district shall be cancelled, and the medium standard price of the gasoline and diesel oil in Shenzhen city shall be executed according to the uniform price of Guangdong province.

VIII. The above Circular shall come into force on July 1, 2003.

IX. The price control departments of all regions shall strengthen the supervision and inspection over the market oil price, and urge the gas stations to have the name and unit price of the product clearly marked. Any act of increasing the price of the oil products without authorization, shall be investigated and punished according to law.
