Since 1993, the department undertaking the administration of domestic trade under the State Council has gone through an evolution. In 2003, after the reform of government institutions of the State Council, the function of administering the domestic trade has been incorporated in the newly established Ministry of Commerce. In order to promote the development of domestic trade and the establishment of market circulation legal framework, and promote administration by law, the Ministry of Commerce has made an overall cleaning-up on the regulations and regulatory documents promulgated by the former Ministry of Material Supplies, the former Ministry of Commerce, the former Ministry of Domestic Trade, the former State Administration for Domestic Trade, and the former State Economic and Trade Commission since 1993.
