Since the mid-1990s, China's industrial structure has undergone profound changes following the China's macro-economic improvement of the environment and changes in domestic and international market demand. The focus of industrial restructuring is shifted from the ratio of the coordinative relation to achieving industries' quality and improving the overall international competitiveness. To meet the major change, the initiative to adjust the industrial structure and improve the national industrial policy system, with the approval of the State Council, the industries, products and technologies whose development is currently State's focus are promulgated (foreign investments, "Foreign Investment Industrial Guidance Catalogue" implementation). Principles of determining the current State's focus on encouraging the development of industries, products and technology are: (1) meeting current and future market demand, a relatively broad prospects for development; (2) having a relatively high technical content and being beneficial to business equipment update, speed up of technological transformation of traditional industries, promotion of the optimization and upgrading of industrial structure and improvement of economic efficiency; (3) having the potential to turn the research into the real industry and fill up the gaps of technology, being conducive to the formation of new economic growth; (4) being in line with sustainable development strategy and conducive to resource saving and ecological and environmental protection; (5) improving the supply capacity, which is lagging behind, promoting the rationalization of industrial structure, maintaining sustainable, rapid and healthy development. With the above principles, there are 29 areas, a total of 440 kinds of products, technologies, and some infrastructure and services, in which the State currently focus on encouraging. This category is the national guide to the direction of investment, improvement of investment structure and approval of capital construction, and one of the primarily basis of technical transformation projects. If domestic investors invest in any projects within the catalog, the required self-use equipment and technology imports within the scope of equipment and technology spending and outside the catalogue in which imported goods for the domestic investment projects are not tax-free, shall be exempt from import duties and import VAT with an approval by the project examination and approval department. Relevant economic administrative departments shall, making reference to the catalog, develop appropriate support measures to ensure effective implementation of national industrial policy. Regions shall carefully analyze the domestic and international market demand and supply, according to local conditions, and make the decision on the area to be developed which is likely to form comparative advantage of local construction, insisting on avoiding blind duplication of development. State Planning Commission will annually adjust and amend the catalogue based on economic and social development of the situation, domestic and foreign markets, and changes in industrial technology.
