In order to further promote the development of bonded zones and give full play to their functions of radiative promotion of regional economy, we hereby decide to carry out the experimental work of granting the power of management over import and export upon the enterprises within four bonded zones, namely, Waigaoqiao of Shanghai, Tianjin Port, Shenzhen City and Xiangyu of Xiamenn, and give notice regarding the relevant issues as follows:
I. Shanghai Municipal Commission of Foreign Trade and Economic Cooperation, Tianjin Municipal Commission of Foreign Trade and Economic Cooperation, Shenzhen City Bureau of Foreign Trade and Economic Cooperation, and Xiamen City Trade Development Bureau shall, strictly in accordance with the relevant provisions, handle the application of the enterprises within their respective bonded zones for the power of management over import and export, with the standards and procedures the same as those applied in the regions outside the bonded zones. Meanwhile, they shall do well in the import and export administration, annual inspection of operational qualification and coordination of relevant policies for the import and export enterprises within the bonded zones.
II. The formalities of submission, registration and record shall be gone through in accordance with the current provisions of the customs.
III. The Administrative Committee of Shanghai Waigaoqiao Bonded Zone, the Administrative Committee of Tianjin Port Bonded Zone, the Administrative Bureau of Shenzhen City Bonded Zone, and the Administrative Committee of Xiamen Xiangyu Bonded Zone shall do well in the follow-up survey and research of the experimental work, and shall, by the end of 2003, report the overall development of the experimental work, the main measures, the problems and the suggestions for the next step to the Ministry of Commerce.
