In order to improve the quality of dictionary publication, regulate the order of dictionary publication and safeguard the rights and interests of readers, the Several Provisions on Regulating the Book Publishing Entities' Business Scope of Dictionary Publication (hereinafter referred to as the Provisions) are specially formulated according to the Regulation on the Administration of Publication.
I. The term "dictionaries" includes Chinese dictionaries, special topic dictionaries and comprehensive dictionaries. The special topic dictionaries shall continue to be published by special publishing houses according to the principles of specialty-based work division. The bilingual dictionaries involving minority ethnic languages and Chinese in the category of Chinese dictionaries shall be published by the relevant minority ethnic publishing houses. The business scope of dictionary publication as subject to adjustment in the present Provisions refers to those dictionaries other than special topic dictionaries and bilingual dictionaries involving minority ethnic languages and Chinese.
II. As of the day when the present Provisions come into force, a book publishing entity that oversteps its business scope of publication by publishing any dictionary shall stop the publication and distribution of dictionaries. As for those dictionaries that have been published, only if they pass the quality examination as conducted by the administrative department of press and publication as well as the quality examination as conducted by the General Administration of Press and Publication may they continue the relevant distribution. As for those dictionaries that are still under the progress of editing, the relevant activities shall be stopped without exception. Only after the General Administration of Press and Publication has approved adding dictionary publication into its business scope may they continue the relevant publication and issuance.
III. As of the day when the present Provisions come into force, where a book publishing entity that is not allowed for dictionary publication applies for adding dictionary publication into its business scope, it may file an application with the General Administration of Press and Publication according to Article 17 of the Regulation on the Administration of Publishing, the General Administration of Press and Publication shall, within 90 days as of receiving an application, make a decision on approval or disapproval and notify the relevant entity in written form. In the case of disapproval, explanations shall be given.
IV. An entity that applies for business operation of dictionary publication shall meet the following requirements:
(1) It shall have adequate editing and publishing force and, as is the general principle, a dictionary editing office shall be established with no fewer than 5 editors, among whom shall be no less than 1 editor with the senor professional title;
(2) An editor in a dictionary editing office shall have an undergraduate educational background or above or the qualification equivalent to undergraduates majoring such relevant languages as Chinese and English, participate in the training of dictionary publication as organized by the General Administration of Press and Publication and pass the relevant examination so as to go on duty with qualification certificates;
(3) As for the quality of books, there is no record of being punished by the administrative department of press and publication of the province, autonomous region or municipality directly under the Central Government or by the General Administration of Press and Publication within the latest 5 years.
V. An entity that applies for the business operation of dictionary publication shall submit the following application materials:
(1) An Application;
(2) Its editors' professional qualification certificates, certification of academic background and certification of dictionary publishing training; and
(3) The examination opinions as produced by the administrative department of press and publication of the province, autonomous region or municipality directly under the Central Government or by the General Administration of Press and Publication.
VI. As of the day when the present Provisions come into force, the book publishing entities with the qualification for dictionary publication shall be subject to an examination on dictionary quality as conducted by the General Administration of Press and Publication. Any publishing entity that fails to pass the examination on dictionary quality or has any infringement on copyright in its published dictionaries by copying or plagiarizing may, according to the circumstances, be given a punishment of suspending its business operation of dictionary publication for 2 years or directly revoking its qualification for dictionary publication.
VII. The present Provisions shall apply as well to the electronic dictionaries and disc dictionaries that support the relevant paper dictionaries as published by book publishing entities.
VIII. The present Provisions shall come into force as of May 1, 2006.
