URGENT NOTICE OF THE STATE ADMINISTRATION OF RADIO, FILM AND TELEVISION OF PROHIBITING THE BROADCASTING OF FOREIGN ANIMATED CARTOONS IN THE FORM OF COLUMN

At present, the TV stations at all levels, especially the kids' channels and animated cartoon satellite channels at all localities stress the enlargement of the broadcasting scale of domestically produced animated cartoons, and actively support the development of the industry of domestically produced animated cartoons. Consequently, the creation and production of domestically produced animated cartoons take an unprecedented good tendency. However, recently, in some animated cartoon information columns or some special topic animated cartoon programs opened by some TV stations, overseas animated cartoons which have not been examined by the State Administration of Radio, Film and Television (SARFT) and whose distribution licenses have not been obtained are broadcasted publicly in violation of rules on the pretext of so-called introduction of overseas animated cartoons. These unexamined overseas animated cartoons have a wrong orientation, inferior style, and propagate superstition, homicide and violence. They have not only violated the relevant legal provisions on the system of licensing the distribution of animated cartoons, disrupted the normal order of broadcasting animated cartoons, but have also caused ill influences to the physical and mental health of many juveniles. With regard to this ill phenomenon, we shall take effective measures to firmly correct it. For this purpose, the administrative institutions of radio, film and television at all levels, especially the kids' channels and animated cartoon satellite channels of the TV stations at all levels shall earnestly do a good job in the following aspects of work:


I. They shall further intensify the political consciousness, the consciousness of overall situation and the consciousness of responsibility, and actively guarantee the implementation of the "Opinions of the CCCPC and the State Council concerning Some Opinions on Further Strengthening and Improving the Ideology and Morality of Minors". They shall, from the height of aiming at the nation's future and earnestly protecting the physical and mental health of minors, carefully do a good job in the broadcasting management of animated cartoons, so as to create a good cultural space for the healthy growth of minors.


II. They shall carefully implement the relevant legal provisions on importing and broadcasting overseas programs. The import of all overseas animated cartoons must be examined and adopted by the SARFT, and may be broadcasted until their distribution licenses have been obtained. In each channel broadcasting animated cartoons, the broadcasting proportion of domestically produced animated cartoons to imported animated cartoons shall not be lower than 6:4, that is, the broadcasting quantity of domestically produced animated cartoons shall not be less than 60%. They shall firmly ban the rule-breaking acts of broadcasting overseas animated cartoons and Sino-foreign jointly shot animated cartoons which have not been examined by the SARFT and whose distribution licenses have not been obtained.


III. They further set up and improve the animated cartoon program management mechanism, make examinations and broadcast programs strictly, and shall not broadcast the unexamined animated cartoons purchased from or gratuitously presented by overseas animated cartoon companies, or broadcast unexamined overseas animated cartoons recommended by public intermediary agencies.


IV. As of the date when this Notice is distributed, the administrative institutions of radio, film and television at all levels shall make examination by themselves on the animated cartoon information columns and special topic animated cartoon programs, and require such types of columns or programs currently under broadcasting to be immediately stopped or rectified.


V. Each radio and television monitoring department at the provincial level shall regard the broadcasting of animated cartoons as a focus to be monitored by means of watching, and realize the dynamic supervision of the contents, categories and time slots for broadcasting of animated cartoons. The acts of broadcasting rule-breaking, illegal or pirated domestic and overseas animated cartoons, broadcasting imported animated cartoons over time or over amount shall be circularized in time, and be punished and rectified seriously.
