Your "Request for Instruction on the Relevant Issues concerning the Supervision and Administration on Foreign Airline Companies' Permanent Representative Offices" (Document No. 93 [2003] of Beijing Municipal Administration for Industry and Commerce) has been received. Upon research, we hereby give our reply as follows:

I. Such issues as the business place or scope of power, etc. of a foreign airline company's permanent representative office shall be clarified in the corresponding permit or approval document by the CAAC in light of the related inter-governmental bilateral agreement.

II. The registration organ shall, in light of the contents in the permit or approval document of the CAAC, check and ratify the business scope to be indicated on the registration certificate of each foreign airline company's permanent representative office, and then issue such registration certificate.

III. If a foreign airline company's permanent representative office intends to establish an office or business site outside the location where it is stationed, it may apply to the CAAC and the registration organ for archiving of such establishment.
