OPINIONS ON PROMOTING THE ADOPTION OF INTERNATIONAL STANDARDS |

The adoption of international standards and overseas advanced standards is an important technical and economic policy in China, and an important measure to promote technical progress, improve product quality, widen China's opening to the rest of the world, as well as speed up the connection with international practices.
In order to guide and encourage the enterprises to actively adopt international standards and overseas advanced standards (hereinafter referred to the adoption of standards), improve the competitive power of their products, we hereby have, in accordance with the requirement that "the state shall encourage the active adoption of international standards" in the Standardization Law of the People's Republic of China, proposed the following opinions.
I. The governments at all levels shall closely combine the adoption of standards with other relevant technical and economic policies of the state, and include the adoption of standards in the development planning and annual plans of their own respective departments and regions. They shall, as much as possible, arrange in priority the projects with the adoption of standards in the technical progress plans at all levels.
II. The enterprises' basic construction, technical renovations and technology introduction shall be combined with the adoption of standards. If, for the adoption of standards in respect of key products, it is necessary to carry out the technical renovations, the relevant administrative department shall, in accordance with the relevant provisions of the state on technical renovation, include them in priority in the technical renovation plans at all levels. In technology introduction, they shall introduce in priority the technical equipment that is beneficial to make the quality and functions of the products reach the international standards and overseas advanced standards, with the relevant documents attached thereto. The initiation of key projects of technical renovation and technology introduction shall be under the evaluation of the level of "adoption of standards".
III. Enterprises and public institutions shall, when developing new products, actively adopt the international standards and overseas advanced standards. Under the circumstance that the relevant technical indexes are the same or similar, the new product with adoption of standards may be listed in priority in the scientific and technological development plans at each level. If any key product development project with the adoption of standards conforms to the provisions of the state on scientific and technological plans, and the relevant important technical indexes are basically the same as those of other products of the same category, it shall be listed in priority in the state's scientific and technological plans.
When actively encouraging the enterprises and public institutions to adopt international standards and overseas advanced standards, the state also encourages them to strengthen their study on technical standards, and to finally form their own technical standards with independent intellectual property through the study, and then try to form international standards. The state will provide coordinative supports to the study and drafting of international standards and to the relevant activities as well.
IV. The quality management of enterprises shall be combined with the adoption of standards, and the enterprises shall actively set up the quality system required by the national standards in the series of GB/T19000 - ISO9000 "Quality Management and Quality Guarantees".
V. The state shall apply a mark system to the products with adoption of standards. For the products with adoption of standards, the enterprises may voluntarily apply for using "mark of products with adoption of international standards" (hereinafter referred to the mark with adoption of standards). The procedures for applying for the mark with adoption of standards and the requirements of using the mark shall be subject to the provisions in the Measures on the Administration of the Marks of Products with Adoption of International Standards issued by the State Bureau of Quality Supervision, Inspection and Quarantine.
VI. He who appraises a product of famous brand at the national or provincial level, or determines a product exempted from inspection shall, give prior consideration to the product with adoption of standards under the same conditions.
VII. He who purchases equipment, raw materials or spare parts for the state's key projects or through public procurement shall, purchase the products with adoption of standards in priority.
VIII. The administrative departments for standardization at all levels shall actively support and encourage the enterprises to attend international standardization activities, and encourage the assumption of the work of drafting international standards. They shall, in accordance with the procedures provided in the relevant international organizations for standardization, recommend the standards of the advantageous industries in China as the draft of international standards, and try to make them promulgated as international standards.
IX. The administrative departments for standardization shall actively organize the analysis on the development trends of international standards and overseas advanced standards, and shall, when formulating the national standards or industrial standards, actively adopt the international standards that suit the situation in China. The enterprises are encouraged to adopt overseas advanced standards.
X. The administrative departments for standardization and technical service entities at all levels shall timely provide the enterprises adopting international standards and overseas advanced standards with the information on standards and the consultation services. The scientific and technological departments and departments of information on standards at all levels shall actively collect, study and translate the international standards and overseas advanced standards and the relevant information, so as to provide the enterprises with the up-to-date information on standards.
XI. For the projects with adoption of standards that have remarkable economic and social benefits, the parties concerned may apply for the state's scientific and technological progress awards in accordance with the relevant provisions.
XII. The relevant departments of all places and those under the State Council may, upon requirements in the present "Opinions", formulate specific encouraging policies and measures.
