SUBJECT : INTERNATIONAL CONVENTION FOR THE SUPPRESSION OF THE FINANCING OF TERRORISM |

The 20th Session of the Standing Committee of the Tenth National People's Congress decides to ratify the International Convention for the Suppression of the Financing of Terrorism (hereinafter referred to as the Convention), which was adopted at the 54th conference of the General Assembly of the United Nations on December 9, 1999, and simultaneously declares that:
I. The People's Republic of China is not bound by Paragraph 1 of Article 24 of the Convention.
II. The People's Republic of China establishes the jurisdiction over the five offences as prescribed in Paragraph 2 of Article 7 of the Convention according to Paragraph 3 of Article 7 of the Convention. However, the jurisdiction over the aforesaid five offences doesn't apply to Hong Kong Special Administrative Region of the People's Republic of China.
III. For Macao Special Administrative Region of the People's Republic of China, the following three treaties are not within the scope of application of the annexes mentioned in Paragraph 1 of Article 2 of the Convention:
1. Convention on the Physical Protection of Nuclear Material adopted at Vienna on March 3, 1980.
2. Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation signed at Rome on March10, 1988.
3. Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms Located on the Continental Shelf signed at Rome on March10, 1988.
