Regarding Request for Instructions on the Pertinent Issues Concerning 'Proclamation of China Foreign Trade and Economic Cooperation' (No. 17 (2002) of the General Office of the MOFTEC), upon approval of the State Council, it is hereby to reply to the pertinent issues as follows:


I. In order to implement the Transparency Clause of the Protocol of the WTO concerning that China shall establish or specify an official periodical to disclose to the members of the WTO and its individuals and enterprises all laws, regulations, and other measures of commitment that relate to or may affect commodity trade, service trade, TRIPS, or foreign exchange control, to do a good job in proclamation, consultancy and deliberation of trade policies, the Proclamation of the Ministry of Foreign Trade and Economic Cooperation is renamed to China Foreign Trade and Economic Cooperation Proclamation upon approval of the State Council. It shall be used to compile and publish the above-mentioned information (shall give a clear indication to the sources of the texts) already released by China according to the existing requirements, and shall be an official periodical, through which our government is to notify and consult the WTO and its members and the WTO is to deliberate upon the trade policies of our country. Your Ministry is still in charge of its compilation and issuance. Please consult with the General Administration of the Press and Publication and other departments in handling the procedures for the change of name.


II. In order to ensure the overall performance of the obligations of the transparency clause in time, please do a good job in connecting with all relevant departments. All places and all departments of the State Council should actively support and cooperate with it.
