With the carryout of China's international contacts, the quantity of letters and telegrams from abroad has been improved day by day. The leaders in most departments have paid attention to such letters and telegrams, and the handling comrades are careful and responsible, and there have already been a set of measures and provisions for handling such letters and telegrams. Thus most letters and telegrams can be handled timely and appropriately. However, there are also some departments which do not pay enough attention to the letters and telegrams from abroad, they do not designate special persons to be responsible, and pile for long the letters and telegrams which should be handled in time and do not make any reply, or shift the letters and telegrams to other departments and end up by letting the matter drop. These behaviors are not only impolite to the senders and will leave bad effects, but may also cause economic losses to us, or even incur legal disputes, thus damaging our international credibility.

The letters and telegrams from foreigners, Chinese people with foreign nationalities or overseas nationals to Chinese State organs, enterprises or public institutions are mostly reporting information, proposing criticisms or suggestions or requesting settlement of problems in certain aspects except for some vicious ones. To carefully and timely handle these letters and telegrams will play an active role in developing the exchanges and cooperation between China and foreign countries, overcoming bureaucracy, improving work efficiency, and building up and improving China's good image and credibility in foreign countries. In order to improve and strengthen this work, we hereby render the following points, and hope the related persons in all places and departments to research and implement them:

I. In the "Situation of the Current Work on Letters and Visits and Future Tasks" and the "Interim Regulation on the Work of Party and Governmental Organs on Letters and Visits (Draft) " (No. 13 [1982] Distributed by the General Office of the CCCPC and No. 29 [1982] Distributed by the General Office of the State Council) transferred and distributed by the General Office of the CCCPC and the General Office of the State Council in 1982, the principles and methods for handling letters and visits may also apply to letters and telegrams from abroad. The "Request for Instruction on the Issue of Handling the Letters from Foreigners to Our Party and the Leaders of the State" of the Ministry of Foreign Affairs, which was transferred and distributed by the General Office of the State Council in 1980 (No. 5 [1980] Distributed by the General Office of the State Council), should be applied in principle for handling common letters and telegrams. All the above three documents should be earnestly implemented. The provisions made by all departments in light of the spirit of the above documents on the methods of handling the letters and telegrams, should also continue to be implemented, and be properly amended and supplemented when necessary, so as to continuously improve the handling of letters and telegrams from abroad.

II. The related persons in all places and departments should carefully handle the letters and telegrams from abroad with active attitudes and by distinguishing different circumstances. Among which, those in respect of business involved with foreign interests and those proposing various requirements should be handled and replied as timely as possible, or be given an explanation if no settlement is able to be rendered. For those reporting information or proposing criticisms and suggestions, we should reply once they are not in bad faith. For the received documents, reply should also be made except for the common advertising materials. In order to avoid omission of reply or long-term delay in reply, the replies should be uniformly made by the receiving entities in future. If a letter or telegram needs to be transferred to other entities, the receiving entity may first make a reply by means of "informing the sender of the receipt", meanwhile notify the entity to which the letter or telegram is transferred, and then reply to the sender after the direct receiving entity has the result. For some letters and telegrams difficult to be handled, the related persons should research them even more carefully, and when necessary, inquest the leader for instruction, instead of ignoring them.

III. All entities should regularly check and clear up the letters and telegrams from abroad, inspect the implementation of the relevant provisions and the handling results. They should notice to continuously sum up experiences and praise, criticize and educate the cadres at proper times, so as to improve their work.
