At the present time, SARS is diffusing and spreading over the world, the epidemic has occurred and prevailed in over 30 countries and regions, and has attracted wide attention from the countries all over the world. Now over 100 countries have taken restrictive measures of different degree in the entry and visa application procedures with respect to the personnel coming from the countries and regions where SARS is prevailing. In order to protect the health of the entry and exit personnel, to prevent the spreading of the disease, to guarantee the normal process of activities with foreign countries, and to reduce unnecessary troubles and losses for the exit personnel in foreign countries, the specific requirements on handling the health certificates of no SARS symptom for the exit personnel during the period of SARS are hereby notified as follows:
I. The international travel health-care centers subordinated to the entry-exit inspection and quarantine bureaus of the localities shall, in accordance with the Frontier Health and Quarantine Law of the People's Republic of China, and according to the requirements of the destination country (region) and the applications filed by those personnel, carry out health inspection against SARS over the relevant personnel going abroad (exiting the frontier) and issue the health certificates of no SARS symptom (the specific requirements on issuance of the health certificates shall be determined regarding the requirements of the destination country).
II. The international travel health-care centers subordinated to the entry-exit inspection and quarantine bureaus of the localities must carry out the health inspection against SARS 3 days prior to the person's exit, and shall provide necessary convenience for the personnel under inspection.
III. The Ministry of Foreign Affairs will uniformly promulgate on-line the list of the countries (regions) that require the exit personnel of our country to supply the health certificate of no SARS symptom, the website address is www.fmprc.gov.cn.
IV. If any other issuance of health certificates conflicts with this Circular, the latter shall prevail.
V. The departments must carry out this Circular strictly. The arising problems shall be dealt with severely, and the relevant personnel shall be investigated for liabilities.
VI. This Circular shall be executed as of the day of promulgation.
