	NOTICE OF THE GENERAL ADMINISTRATION OF QUALITY SUPERVISION, INSPECTION AND QUARANTINE ON EXAMINATION AND APPROVAL OF THE QUARANTINE OF ENTRY OF ANIMALS AND PLANTS

In order to further improve the work of examination and approval of the quarantine of entry animals and plants and to promote foreign trade, the relevant matters are hereby notified as follows:

I. The bureaus of quality inspection and quarantine directly under this Administration shall no longer carry out preliminary examination for entry permission with respect to wet/dry blue leather, tanned fur, scoured wool, wool top, carbonized wool, washing feather, washing down, and silk etc (with exception of the seasonal opening ports), an applicant entity may mail the Application Form for Permit for Quarantine of Entry Animals and Plants to the General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to GAQSIQ) to go through the examination and approval formalities directly.

II. With respect to the entry animals and plants, as well as the products thereof, that need not segregation quarantine and regulation of quarantine, such as animal derived feed, animal-derived feed additives and frozen fries, after the bureau of quality inspection and quarantine directly under the GAQSIQ of the entry port makes the preliminary examination, the applicant may mail the Application Form for Permit for Quarantine of Entry Animals and Plants to the GAQSIQ for examination and approval, without the preliminary examination carried out by the bureau of quality inspection and quarantine directly under the GAQSIQ of the place of use.

III. With respect to the entry animals and plants, as well as the products thereof, that need segregation quarantine and regulation of quarantine, the bureau of quality inspection and quarantine of each locality shall strengthen the assessment of the segregating/processing and storing conditions, storage volume, epidemic prevention measures and epidemic eliminating facilities of the segregation, processing or storing site for which the application is filed, and produce the temporary permit for segregation field or the assessment report of the manufacturing, processing or storing entity, no quarantine preliminary examination will be carried out if the conditions are not met. After the goods are cleared upon entry quarantine, the bureau of quality inspection and quarantine directly under the GAQSIQ of the entry port shall notify the going of the goods to the bureau of quality inspection and quarantine directly under the GAQSIQ of the place of use in a timely manner.

(1) With respect to live animals, basic skins, raw wool, raw feather/down, raw bones, raw hoofs, raw horns, glutin, pods, category of cigarette, plant frosting medium, and categories subject to special permission, etc. if the entry port is not the place of use, the preliminary examination shall be carried out by the bureau of quality inspection and quarantine directly under the GAQSIQ of the place of use before the Application Form for Permit for Quarantine of Entry Animals and Plants is mailed to the GAQSIQ for examination and approval, and the bureau of quality inspection and quarantine directly under the GAQSIQ of the entry port need not carry out the preliminary examination any longer.

(2) With respect to soybeans, corns, barleys, wheat, category of cassava (limited to those unprocessed or initially processed), plant-derived feed, etc. they must pass the preliminary examinations carried out by the bureau of quality inspection and quarantine directly under the GAQSIQ of the place of use and by that of the entry port before the Application Form for Permit for Quarantine of Entry Animals and Plants can be mailed to the GAQSIQ for examination and approval. Among which, with respect to wheat, corns and other agriculture products subject to quota administration of the state, the bureau of quality inspection and quarantine directly under the GAQSIQ of each locality shall strengthen the assessment of the processing enterprises specified in the import tariff quota certificate, and the regulation of the use period, the quota certificate may not be transferred without permission of the department in charge that issued it.
