The Letter of the Ministry of Public Security on the Charging Items and Rates for Applying for the "Expatriate Permanent Residence Certificate of the People's Republic of China" (No. 225 [2004] of the Entry and Exit Department of the Ministry of Public Security) has been received. In accordance with the relevant provisions in the "Reply Letter of the Ministry of Finance and the State Development and Reform Commission on Approving the Setup of Expatriates' Application Fee for Permanent Residence and the Charging Items of Expatriates' Permanent Residence Certificate" (No. 32 [2004] of the General Office of the Ministry of Finance), and upon research, we hereby release our notice as follows regarding the charging rates of expatriates' application fee for permanent residence and other related issues:
I. Each public security organ at the level of province, autonomous region or at the level of city divided into districts, and each branch bureau or county bureau of the public security bureau of a municipality directly under the Central Government shall, when accepting an application for an expatriate's permanent residence, charge the application fee at the rate of 1500 Yuan per person, and shall, when issuing the "Expatriate Permanent Residence Certificate", charge for the expatriate permanent residence certificate at the rate of 300 Yuan per certificate.
Each public security organ at the level of province, autonomous region or at the level of city divided into districts, and each branch bureau or county bureau of the public security bureau of a municipality directly under the Central Government shall charge 300 Yuan of expatriate permanent residence certificate fee for each expatriate who applies for re-issuance of his "Expatriate Permanent Residence Certificate" due to his obtaining the qualification of permanent residence in China or due to expiry of the validity period of or the modification of contents in his "Expatriate Permanent Residence Certificate"; and shall charge 600 Yuan of expatriate permanent residence certificate fee from each expatriate who applies for re-issuance of his "Expatriate Permanent Residence Certificate" due to his loss or damage of the certificate.
II. A charging organ shall apply prescribed to the designated competent price authority for the charging permit, and shall, in accordance with the "Reply Letter of the Ministry of Finance and the State Development and Reform Commission on Approving the Setup of Expatriates' Application Fee for Permanent Residence and the Charging Items of Expatriates' Permanent Residence Certificate" (No. 32 [2004] of the General Office of the Ministry of Finance), separately use the receipts of administrative charges uniformly printed and produced by the Ministry of Finance or the department of finance of the province, autonomous region or municipality directly under the Central Government.
III. A charging organ shall charge fees in strict accordance with the above mentioned provisions, shall not discretionally increase charging items, enlarge the charging scope, raise the charging rates or charge any other additional fees, and shall consciously accept the supervision and inspections of the price and financial departments.
IV. The above provisions shall come into force on July 1, 2004.
