The 14th Meeting of the Standing Committee of the Seventh National People's Congress has decided to make supplementary provisions to the Criminal Law: Whoever desecrates the National Flag or the National Emblem of the People's Republic of China by publicly and willfully burning, mutilating, scrawling on, defiling, or trampling upon it shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance or deprivation of political rights.
