	CIRCULAR OF THE GENERAL OFFICE OF THE STATE COUNCIL ON DESIGNATING THE MANUFACTURE ENTERPRISES OF THE NATIONAL EMBLEM TO BE HUNG

In order to earnestly carry out the Law of the People's Republic of China on the National Emblem (hereinafter referred to as the National Emblem Law), in 1997, the General Office of the State Council designated such four enterprises as Beijing Banknotes Printing Plant as the enterprises that manufacture the national emblem to be hung, which has played an important role in safeguarding the dignity of the national emblem and guaranteeing the quality of the national emblem to be hung. However, with the development of the socialist market economy, there arise some new circumstances regarding the manufacture and administration of the national emblem, which require a new designation of the national emblem manufacture enterprises. Upon the approval of the leaders of the State Council, we hereby notify the relevant issues regarding new designation as follows:

(1) According to the provisions of Article 12 of the National Emblem Law that "The National Emblem to be hung shall be uniformly made by enterprises designated by the State", and upon the relevant examination and appraisal, such six enterprises as Tianjin 3522 Plant, Hebei Langfang Tianping National Emblem Plant, Shenyang Yadong Logo Manufacture Co., Ltd of Liaoning Province, Anhui Xingwan Manufacture Co., Ltd of Glass Fibre Reinforced Plastics, Wenzhou Wushi Metal Manufacture Co., Ltd of Zhejiang Province and Huahui Aluminum Co., Ltd of Cangnan county, Zhejiang Province as the manufacture enterprises of the national emblem to be hung.

(2) The enterprises designated in the preceding paragraph shall manufacture the national emblem to be hung in strict accordance with the National Emblem Law as well as the relevant state standards, and shall effectively do a good job in relevant post-sales services. The relevant regions and departments shall strengthen the supervision and administration of the quality of the national emblem manufactured. In the case of any violation of the relevant provisions, the qualification for manufacture shall be abolished.

(3) Any enterprise that hasn't been designated shall not engage in any manufacture of the national emblem to be hung. An enterprise that had been designated before but failed to be designated in this new round shall no longer engage in any manufacture of the national emblem to be hung.
