I. The present Measures are formulated in accordance with the "Notice on Printing and Distributing the Interim Provisions on the Standards for Medium and Small Enterprises" (No. 143 [2003] the State Economic and Trade Commission) promulgated by the State Economic and Trade Commission, the State Development Planning Commission, the Ministry of Finance and the National Bureau of Statistics, and in combination with the actual situation of the statistical work.
II. The present Measures shall apply to the statistical definition of the scale of enterprises in the areas of industry (mining, manufacturing, production and supply of electric power, gas and water), construction, transport, warehousing and postal service, wholesaling and retailing, and hotel and catering.
III. In the present Measures, the legal person enterprises or entities shall be deemed as the objects of scale to be defined, while the three indexes, namely, the number of employees, the sales amount and the total amount of assets shall be deemed as the basis for such defining. The specific standards for defining enterprise scales are indicated in the following attached table.
IV. The enterprise scales shall be defined once every year by the governmental department of comprehensive statistics according to the annual statistical statements of the last year. Once the enterprise scale has been confirmed, the monthly statistics shall not be adjusted in principle.

Names of Industries: HOTEL AND CATERING ENTERPRISES Names of Indexes: (1) Numbers of Employees Large Scale: 800 or above Medium Scale: 400 or above but fewer than 800 Small Scale: Fewer than 400 (2) Sales Amount (Thousand Yuan) Large Scale: 15,000 or above Medium Scale: 3,000 or above but less than 15,000 Small Scale: Less than 3,000
Remarks:
1. The "industrial enterprises" mentioned in the table shall include enterprises in mining industry, manufacturing industry, and the industry of production and supply of electric power, gas and water.
2. The sales amount of an industrial enterprise shall be substituted for by the annual product sales income under current statistical systems. The sales amount of a construction enterprise shall be substituted for by the annual income of construction project settlement under current statistical systems. The sales amount of a wholesaling or retailing enterprise shall be substituted for by the annual sales amount under current statement systems. The sales amount of a transport enterprise, postal service enterprise or an enterprise in the trade of hotel and catering shall be substituted for by the annual business income under current statistical systems. The total amount of assets shall be substituted for by the assets in total in the current statistical systems.
3. A large or medium enterprise must simultaneously reach the minimum index of all the listed conditions, or it shall be degraded to an inferior category.
