Upon approval of the State Council, the following circular is hereby given concerning the import tax policies on pesticides (ready-made pesticides and raw pesticides) in 2002 and 2003:
I. The taxes already collected on imported pesticides (ready-made pesticides and raw pesticides) in 2002 shall not be refunded any more.
II. Security deposits shall be collected on imported pesticides (ready-made pesticides and raw pesticides) for the time being at the statutory rate of value-added tax.
