	CIRCULAR OF THE MINISTRY OF FINANCE ON THE REFUND AFTER COLLECTION OF IMPORT VALUE ADDED TAX FOR IMPORTED RAW MATERIALS AND MEDIA OF PESTICIDES

In order to support the agricultural production, the policy of refund after collection of import value-added tax shall continue to be applied to the raw materials and media of pesticides imported within the state plan, and the following circular is hereby made concerning the execution of the aforesaid policies in 2003:

I. The policy of refund of collection of import value-added tax shall be applied to 55 kinds of raw materials and media of pesticide in 2003, and see the appendix for the product names and quantities.

II. The specific refund measures shall comply with the Circular of the Ministry of Finance, the State Economic and Trade Commission, the State Administration of Taxation, and the General Administration of Customs on the Tax Refund for Some Imported Commodities (No.042 [94] of the Ministry of Finance). The imported raw materials and media of pesticides for which the import value-added tax is refunded after collection must be used in the production of pesticides, the refunded value-added tax shall be recovered if the raw materials or media are used for any other purposes, and the offender shall be punished pursuant to the relevant provisions.

III. China National Chemical Supply & Sales (Group) Corporation shall continue to assume the task of import of raw materials and media of pesticides, and shall handle the tax refund formalities in a unified way.

IV. The execution period of the aforesaid policies of refund after collection of import value-added tax is between January 1, 2003, and December 31, 2003.
