CIRCULAR OF THE MINISTRY OF FINANCE ON THE POLICIES ON SUBSIDIES GRANTED FOR PROPHYLAXIS AND TREATMENT OF ATYPICAL PNEUMONIA

For earnest prophylaxis and treatment of atypical pneumonia (hereinafter referred to SARS), the relevant issues concerning the fund needed for the treatment of SARS patients, purchase of medical equipment for prophylaxis and treatment of SARS, and rapid diagnostic reagent for SARS virus, are hereby notified as follows:


I. The fiscal departments at various levels shall earnestly implement the Urgent Circular of the Ministry of Finance, the Ministry of Public Health, and the Ministry of Labor Security on Properly Resolving the Relevant Issues Concerning the Expenses for Treatment of SARS Patients (No.1 [2003] of the Ministry of Finance), and take good care of the treatment of economically difficult SARS patients. The relevant policies on financial subsidies are hereby further clarified as follows:

(1) With respect to the rural residents (including the farmers working in cities) suffering SARS, and the SARS patients that haven't taken part in the relevant medical security system, the hospitals shall accept them for treatment in good time, the treatment expenses that any patient cannot afford shall be paid by the government finance of the place of treatment. As a general principle, the central treasury shall grant a 50% subsidy to the economically difficult areas in the middle and western regions of China.

(2) With respect to the SARS patients enjoying the benefits such as basic medical insurance, medical subsidy for civil servants, supplementary medical insurance of enterprise, measures for subsidy for large-amount medical expenses, and medical subsidy of unemployment insurance, the treatment expenses that any individual cannot afford after enjoying the relevant benefits shall be paid by the entity and government. As a general principle, the central treasury shall grant a 50% subsidy for the part borne by the governments of the economically difficult areas in the middle and western regions of China.


II. In order to guarantee the needs of technology and equipment for prophylaxis and treatment of SARS of the middle and western regions, the local governments shall determine and be responsible for purchase of the necessary equipment for prophylaxis, diagnosis, and treatment of SARS. As a general principal, the central treasury shall grant a 50% subsidy for the fund needed.


III. The fund needed for the research of rapid diagnosis reagent for SARS virus, as well as for the production, purchase and distribution after the reagent is approved, shall all be borne by the central treasury.


IV. With respect to the fund needed for granting special temporary work subsidies to the medical and epidemic prophylaxis workers participating in the front line of prophylaxis and treatment of SARS, the subsidies shall be respectively granted by the central and local treasuries at various levels in accordance with the Circular of the Ministry of Finance and the Ministry of Public Health on Granting Work Subsidies to the Medical Workers of Prophylaxis and Treatment of SARS (No.2 [2003] of the Ministry of Finance), and according to the subordination relations of the medical entities.


V. In order to guarantee the localities to promptly and effectively carry out the work of prophylaxis and treatment of SARS, the central treasury will allocate in advance a certain amount of fund to the middle and western areas for the treatment of SARS patients and purchase of medical equipment for prophylaxis and treatment of SARS. Please rationally arrange the use of such fund in combination of the local treasury.


VI. The fiscal departments at various levels shall earnestly assume their responsibilities, endeavor to arrange for the fund needed for prophylaxis and treatment of SARS, and strengthen the supervision and administration of the surplus part. The central treasury will make supervision and inspection over the use of the subsidy fund for SARS.
