	EMERGENCY NOTICE OF THE MINISTRY OF AGRICULTURE AND THE STATE GENERAL ADMINISTRATION OF QUALITY SUPERVISION, INSPECTION AND QUARANTINE ON TEMPORARILY PROHIBITING THE US COWS AND THE RELEVANT PRODUCTS FROM ENTERING OUR COUNTRY

On December 23, 2003, the secretary of the United States Department of Agriculture convened a news conference, circulating a report to the medias that a presumptive positive case of bovine spongiform encephalopathy (BSE) had been diagnosed in a cow in the state of Washington. In order to prevent the mad cow disease from entering our country, we hereby make the following emergency notice:

I. From the promulgation of the present Notice, the US cows and products from cows (excluding milk and creamery products, pelts, and glutins used for taking pictures) shall be prohibited from entering our country temporarily. All the entry-exit inspection and quarantine organs, and the animal epidemic prevention and supervision organs at all levels shall, strictly in accordance with the relevant provisions of the Law of the People's Republic of China on the Quarantine of Entry and Exit Animals and its detailed implementation rules, as well as the Law of the People's Republic of China on Animal Epidemic Prevention, closely work with each other and do a good job for the quarantine, epidemic prevention and supervision, so as to strictly prevent the mad cow disease from entering our country.

II. The animal epidemic prevention and supervision organs at all levels shall, according to the "Schemes for Testing the Bovine Spongiform Encephalopathy (BSE) " promulgated by the Ministry of Agriculture and the conclusions of investigation of hazard genes of BSE of the whole country, make major supervision and testing over the cows (including embryos) imported from the US and their offspring (including filial generation) in recently years immediately.

III. In case any abnormal circumstance is found, the animal epidemic prevention and supervision organs, and the entry-exit inspection and quarantine organs at all levels shall report at once to the farming and veterinarian bureau of the Ministry of Agriculture and the supervision department for animals and plants quarantine under the State General Administration of Quality Supervision, Inspection and Quarantine. The presumptive positive cases, samples shall be taken immediately and sent to the State Center for Diagnosis of Foreign Animal Epidemic Diseases under the Animal Quarantine Station of the Ministry of Agriculture or the bovine spongiform encephalopathy (BSE) testing laboratory under the Beijing Entry-Exit Inspection and Quarantine Bureau for diagnosis.
