(1) The personal luggage and articles brought in and imported by the staff of the foreign oil companies who work in China for one year or more shall be exempted from customs duties, provided that such luggage and articles shall be for private use only and within the range of a reasonable quantity. The above-mentioned staff shall, after entering China, apply to the local Customs for the import of articles for setting up homes. (Such application is allowed to be made once only.)
Upon examination and approval by the local Customs, the articles for setting up homes imported within the specified time limit may be exempted from the duties. Each staff member is permitted to import only one (1) private car with the customs duties levied. The luggage and articles brought in or out by the above-mentioned staff, who leave and enter China temporarily during their working period in China, shall be handled in accordance with the stipulations concerning passengers on a short visit.
(2) For the staff who work in China for less than one year, the luggage and articles brought in or out by them shall be handled in accordance with the stipulations concerning passengers on a short visit when entering or leaving China.
(3) Duties on the articles mailed or consigned from abroad to the staff of the foreign oil companies shall be levied according to the stipulations in force concerning inspection and administration of the mailed articles. Articles exceeding the specified value limit and the quantity limit shall be subject to approval by the Customs before being imported with duties levied.
(4) The private luggage, articles and cars on which duties are levied or exempted from by the Customs shall not be sold or assigned privately.
