NOTICE OF THE GENERAL ADMINISTRATION OF CUSTOMS AND THE STATE ADMINISTRATION OF FOREIGN EXCHANGE ON MIGRATING THE IMPORT DECLARATION NETWORKED VERIFICATION SYSTEM TO OPERATE UNDER CHINA E-PORT

With a view to strengthening the administration of the "Import Declaration Networked Verification System", unifying the operating platform, ensuring the safe, reliable and efficient operation of this system, and facilitating the processing of import forex payment and writing-off formalities for enterprises, banks and foreign exchange departments, the General Administration of Customs and the State Administration of Foreign Exchange have decided to migrate the Import Declaration Networking Verification System to operate under China E-port, and upgrade and consolidate the System. To ensure the smooth migration, the General Administration of Customs and the State Administration of Foreign Exchange have formulated the Migration Announcement (No. 49 [2003] of the General Administration of Customs and the State Administration of Foreign Exchange of the People's Republic of China). The relevant issues are hereby notified as follows:


I. STRENGTHENING LEADERSHIP OVER THE MIGRATION. THE MIGRATION OF THE IMPORT DECLARATION

Networking Verification System has a tight schedule, entails a lot of work, and involves quite a number of departments such as the ones in charge of industry and commerce, taxation, quality inspection, customs, foreign exchange, etc. Therefore, all customs offices under the direct control of the General Administration of Customs and all local foreign exchange administrations shall pay sufficient attention to it. A system migration leadership team which involves the relevant business and technique departments of the customs under the direct control of the General Administration of Customs and the local foreign exchange administration, and carries arrangement such as designating the head-in-charge of the customs under the direct control of the General Administration of Customs as the director and the head of the local foreign exchange administration as the deputy director, shall be established in each locality to strengthen coordination over the migration, give timely briefing to the local government and the local e-port promotion leadership team, and gather support from the local government and the relevant departments.


II. MAKING GOOD PREPARATIONS FOR THE MIGRATION

(1) The system migration leadership team should, in light of the number of banks and enterprises in its locality which have not yet gone through the formalities for China E-port access, work out the work program for verifying the network access qualification of enterprises and banks and do a good job in the arrangement and disposition thereof, so as to complete the manufacturing and distribution of China E-port access IC cards for banks and enterprises in its locality before October 8th 2003.

a. All sub-centers under the China E-port Data Center (or card manufacturing sub-centers, hereinafter referred to the sub-centers) should rally their human and material resources to ensure progress of the manufacturing and distribution of net access IC cards, and provide technical support for the verification of enterprise net access qualification conducted by the relevant departments.

b. In order to accelerate the process on the verification of enterprise net access qualification and the manufacturing and distribution of E-port IC cards, and ease the burden of enterprises, all customs under the direct control of the General Administration of Customs shall, from the day of receiving the present Notice, no longer issue IC cards or distribute card readers for the Import Declaration Networked Verification System (hereinafter referred to the old system), and inform the enterprises applying for or replacing old system IC cards to directly apply for China E-port Net Access cards. However, prior to the migration of the Import Declaration Networking Verification System to the China E-port, if an enterprise has the verifiable need to obtain an old system IC card to conduct the relevant business, such card may be issued.

c. The foreign exchange administrations and banks in all localities should apply to the local sub-centers for obtaining China E-port Net Access IC cards. After having obtained China E-port Net Access IC Cards, the banks should purchase 17999 Internet Access cards at the local telecommunication departments so that they can log on to the China E-port to handle the relevant business.

d. To meet the needs of work, each branch / sub-branch of the State Administration of Foreign Exchange may apply for one super financial functional IC card, whose management shall be authorized by the State Administration of Foreign Exchange. All branches should submit the application forms on super financial functional IC card to the State Administration of Foreign Exchange before September 1st for the sake of facilitating the authorizations.

(2) To guarantee the normal operation of import business, the old system which is running on the 169 Net and the new system which is running on the 17999 special net of the China E-port will co-exist during the early stage of system migration (from September 1st to October 4th). During this period of co-existence, the foreign exchange administrative departments and the banks will have two sets of computer equipment for running the new and old systems separately. After the formal migration, the equipment for running the old system will be used for other purposes.

(3) The foreign exchange administrations and the sub-centers in all localities shall complete the trainings for banks and enterprises before August 29th. Since the new system's running on the China E-port has taken up some new functions, and its online operation is different from that of the old one, the foreign exchange administrations and the sub-centers in all localities should enhance the trainings for banks and enterprises so as to familiarize them with the various functions and operations of the new system. The China E-port Data Center is scheduled to insert the new system operational manual for banks and enterprises into the column "Business Standardization" under the applicable item "Import Forex Payment" on the China E-port Net (www.chinaport.gov.cn) in the near future; all local customs and foreign exchange administrations may download it from the above web page. The banks and enterprises that have obtained the e-port net access IC cards may log on to the net to download or browse it on its own. The State Administration of Foreign Exchange will provide the external retrieval service on the new system operational manual.


III. ENHANCING EXTERNAL PUBLICITY

The migration of the Import Declaration Networking Verification System involves all import enterprises and all designated foreign exchange banks nationwide; thus, the customs and the foreign exchange administrations should make full use of TV, newspaper and website as well as diverse forms such as posters and brochures to give publicity to the system migration, so that enterprises can get to know the objectives, significance and instructions of the migration in time, and cooperate with the relevant departments when going through the application formalities for China E-port Net Access IC Cards.


IV. MIGRATION SCHEDULE AND RELEVANT OPERATION

To ensure the system migration not to affect the normal import business of enterprises, the migration will be implemented in several steps.

(1) From September 1st to October 4th: the co-functioning of the new and old systems, that is, the Import Declaration Networking Verification System will run on the 169 Net and the China E-port Net separately; both systems will possess the data on import forex payment declarations, and enterprises may choose either the new or old system at their own free will to go through the foreign exchange payment verification formalities. During this period, the China E-port Data Center will conduct daily comparison between the use of import declarations in the new system and that in the old system, and report the comparison result to the State Administration of Foreign Exchange for verification.

(2) From October 5th to 7th: data switching of the old system. During this period, both new and old systems will be unable to process the import declaration e-ledger verification. The customs, foreign exchange departments and banks in all localities should inform the enterprises to make preparations in advance.

(3) From October 8th: the migration of the old system to the new system, that is, from October 8th, the old system will no longer process new import declaration e-ledger verification. Except for those import forex payment declaration data which are not concluded and will still be processed in the old system, new businesses must be processed in the new system.


V. OTHER

Upon receiving the present Notice, all branches of the State Administration of Foreign Exchange shall transmit it to the sub-branches, the foreign-funded banks, the designated foreign exchange banks controlled by Chinese capital and the branches / sub-branches thereof and instruct them to make good preparations for the migration.
