With the approval of the State Council, Electronic System for Executing Laws at Ports (hereinafter referred to ESELP), which was jointly developed by General Administration of Customs (GAC), Ministry of Foreign Trade and Economic Cooperation (MOFTEC), Ministry of Public Security (MPS), State Administration of Taxation (SAT), Peoples bank of China (PBC), State Administration of Industry and Commerce (SAIC), State Administration of Foreign Exchange (SAFE), State Administration for the Inspection of Import and Export Commodities (SAIIEC), Ministry of Railways (MOR), Ministry of Communications (MOC), Civil Aviation Administration of China (CAAC), Ministry of Information Industry (MII), was put into experimental use in Beijing, Tianjin, Shanghai, and Guangzhou from December 15, 2000 through March, 2001. According to the requirement of circular on Spreading ESELP issued by the General Office of the State Council (Guobanmingdian No. 12 [2001]), ESELP is planned to put into use throughout the country before June 1, 2001. To ensure smooth advancement of this work, an announcement on applying for IC card by the subscriber has been jointly formulated by GAC and other five government departments. Relevant Issues on applying for access IC card by import & export enterprises are announced as below:


I. ESELAP is a system that makes use of the advanced information technologies, draws support from the state telecommunication public network. By setting up a live nationwide electronic accounts database on information flows, money flows and goods flows of export & import in the pubic data center, it makes it possible for government administration departments to make cross-department and cross-sector check on the data by network. It also makes it possible for enterprises to go through the formalities of customs declaration, export rebate, and the verification of foreign exchange collection and payment. After ESELAP is put into use throughout the country, enterprises shall enjoy all-weather and all-location network service. It will speed up customs declaration, verification of foreign exchange collection and payment, export rebate. It will greatly enhance foreign trade efficiency and lower costs by mitigating the enterprise's suffering of rushing about and facilitating export and import.


II. Enterprises shall acquire subscriber's qualification for using ESELAP granted by relevant administration departments to ensure safe exchange of information and data between state administration departments and enterprises by inter-net. To facilitate the enterprise to acquire the qualification, GAC, MOFTEC, SAT, SAIC, SAFE, SBQTS will set up a joint examination group. The group will centrally examine the subscriber's qualification; issue IC card and electronic certificate during the first 1-2 weeks of ESELAP popularization.


III. When applying for subscriber's qualification for using ESELAP, enterprises shall submit the Business License of Legal Enterprise (duplicate) or the Business License of Enterprise (duplicate), Registration Certificate of Taxation (duplicate), the Qualification Certificate of Export & Import Enterprise or Approval Certificate of Foreign-funded Enterprise, the Registration Certificate of Customs Declaration, Operator Certificate of Customs Declaration; the Institution Code Certificate, and the qualification for the verification of foreign exchange collection and payment.


IV. After consulting with local branch of MOFTEC, SAT, SAIC, SAFE and SBTQS, the local customs directly under GAC shall notice the enterprise the time and place for centrally examining the subscriber's qualification and issuing IC card.
