CIRCULAR OF THE STATE ADMINISTRATION OF QUALITY SUPERVISION, INSPECTION AND QUARANTINE ON STRENGTHENING THE INSPECTION AND QUARANTINE OF ENTRY FRUITS

Recently, the bureaus of quality supervision, inspection and quarantine in Shenzhen and Guangdong have frequently intercepted and captured dangerous and harmful creatures in the quarantine of entry fruits, and have found that some fruits have no clear place of origin and were carried secretly from the epidemic areas. In order to safeguard the farm production and people's health of our country, we hereby make the following notice on the relevant issues concerning reinforcing the inspection and quarantine of entry fruits in accordance with the Opinions on Strengthening and Preventing the Transmission of Harmful Creatures from Abroad (No. 9 [2003] of the State Council):


I. All bureaus of quality supervision, inspection and quarantine shall make the inspection and quarantine on the entry fruits strictly in accordance with the Measures for the Administration of the Inspection and Quarantine of Entry Fruits and the relevant laws and regulations and the operational procedures, so as to prevent foreign harmful creatures and poisonous and harmful substances from entering our country together with the entry fruits.


II. The place of origin, gardens, packaging factories and marks of the entry fruits shall be checked strictly in accordance with the requirements of the relevant inspection and quarantine protocols. Those fruits without inspection and quarantine protocols shall be imported with the original packages and clear marks for place of origin. In case the fruits are not in conformity with the requirements of the protocols (including the provisions on the entry port), or without the original packages or obvious marks for place of origin, or carried secretly from the epidemic areas, they shall be treated as goods rejected or returned, or be destroyed by melting or burning.


III. The entry fruits shall be checked, sampled and cut open on the spot in accordance with the rules for the inspection and quarantine of fruits. The harmful creatures or suspicious fruits diseases or pests found shall be sent to laboratories for identification and examination. The entry fruits may not be sold or used before the test report from laboratories comes out, but they may be deposited in places such as the cold storage places designated by the inspection and quarantine institutions. All bureaus of quality supervision, inspection and quarantine shall strengthen the supervision over deposited places such as the cold storage places, etc., which are used for storing entry fruits in their own jurisdictions.


IV. The identification and examination on harmful creatures in the laboratory shall be strengthened, so as to have the samples of entry fruits, harmful creatures or suspicious fruits diseases or pests quarantined and identified on time. The laboratory shall provide the test report. For those harmful creatures whose species cannot be identified, the test report on the minimum classification shall be provided. The dangerous and harmful creatures found shall be treated by getting rid of the harm; those that cannot be treated by effective measures for getting rid of the harm shall be treated as goods rejected or returned, or be destroyed by melting or burning.


V. The inspections on harmful and poisonous substances in the entry fruits shall be strengthened, in which process all the harmful and poisonous substances being found to have exceeded the national standards shall be treated as goods rejected or returned, or be destroyed by melting or burning. In case the bureaus of quality supervision, inspection and quarantine do not have the ability for examination, they shall entrust the research institutions of commodity inspection under the General Administration of Quality Supervision, Inspection and Quarantine for inspection.


VI. Where the fruits are transshipped to the inland by way of Hongkong and Macao, the relevant documents shall be provided by the relevant institutions confirmed by the General Administration of Quality Supervision, Inspection and Quarantine, who shall then carefully examine the original copy of plant quarantine certificates, which are issued by the export countries or districts, with the photocopy of the certificates attached. No certificate documents shall be issued to any of the fruits from the epidemic areas or with no clear place of origin, or for which no original copy of the plant quarantine certificates issued by the export countries or districts is provided.


VII. The General Administration of Quality Supervision, Inspection and Quarantine shall make examinations on the inspection and quarantine of the fruits, those who fail to make the inspection and quarantine according to the relevant provisions shall be given a circulated notice of criticism.

Any problems encountered in the work shall be reported to the Department of Animal and Plant Quarantine and Supervision under the General Administration of Quality Supervision, Inspection and Quarantine in good time.
