	NOTICE OF THE MINISTRY OF FOREIGN TRADE AND ECONOMIC COOPERATION AND THE GENERAL ADMINISTRATION OF CUSTOMS CONCERNING MECHANIC AND ELECTRONIC PRODUCTS AUTOMATIC IMPORT LICENSE

In accordance with the provisions in the "Measures on the Administration of Import of Mechanic and Electronic Products" and the "Detailed Rules for the Implementation of the Administration of Automatic Import License for Mechanic and Electronic Products", and in light of the actual situation in the administration of import of mechanic and electronic products; we hereby give our notice on the relevant issues as follows:

I. The automatic import licenses for mechanic and electronic products shall be subject to the administration of "one license for one batch of products" in principle; but those products which indeed cannot be cleared at the customs for once may be subject to "one license for more than one batch of products", that is, within the valid period of the license, the automatic import license may be used for multiple customs declarations, provided the accumulative use of such a license shall not exceed six times. If an importer indeed needs to apply for "one license for more than one batch of products" for its imports, it shall indicate and provide the relevant supportive documents in the remark column when filling in the application form for import. The administration for import and export of mechanic and electronic products shall, after approving the said application form, print the characters of "one license for more than one batch of products" in the remark column of the automatic import license. The customs shall, after making annotations in the column of "signature and notes by the customs upon inspection and release" of the original automatic import license in regular script, keep for record a duplicate of the license, and shall, after the final use, retain the original.

II. If, when applying for the import of spare parts of mechanic and electronic products, an importer has difficulty in distinguishing the countries (regions) of origin of different parts, it shall indicate and provide the relevant supportive documents when filling in the application form for import. The administration for import and export of mechanic and electronic products may, when handling the formalities of automatic import licenses, input the main country (region) of origin under the item of "country of origin" in the computer system, and also input the characters of "The country (region) of XX is added to the item of "country (region) of origin" in the remark column. The computer system will automatically print the above said contents in the appropriate area of the import license. The import license shall also carry the Special Seal of the Office for Mechanic and Electronic Products on Automatic Import License.

III. This Notice shall come into force on the date of its promulgation. For the automatic import licenses that have been issued and indicated with "one license for more than one batch of products", the customs shall handle the formalities of inspection and release with reference to this Notice.
