SUBJECT : CUSTOMS; TRANSFER OF TAXABLE MOTOR VEHICLES ENTERED INTO CHINA BY THE PERMANENT RESIDENT |

For the purposes of regulating the supervision of the customs over the permanent residents' motor vehicles that enter into China and considering their reasonable needs, an announcement about the matters relating to the transfer of taxable motor vehicles entered into China by the permanent resident is hereby made as follows:
1. It is not allowed to transfer any permanent resident's motor vehicle that has entered into China and change the name of the owner in the register until one year has lapsed since the vehicle register formalities have been completed in the traffic administrative department of public security.
2. To transfer any permanent resident's motor vehicle that has entered into China and to change the name of the owner in the register, the permanent resident shall file a written application with the competent customs house and submit the following documents to it:
(1) The identity certificate;
(2) The long-term residence permit;
(3) The Driving Permit of Motor Vehicle for the motor vehicle entered into China; and
(4) The Archival Filing Certificate of the Customs of the People's Republic of China on Permanent Offices or the Registration Certificate of Entities Handling Customs Declaration by Themselves of the foreign-funded enterprise for which the permanent resident works.
3. Upon examination and approval of the competent customs house, a Certificate of Releasing from Supervision over Vehicles under the Customs' Supervision of the People's Republic of China shall be issued. The permanent resident shall, upon strength of the said Certificate, go through the formalities for transferring the motor vehicle and changing the name of the owner in the register of relevant motor vehicle in the traffic administrative department of public security.
Other requirements for the permanent residents' self-use vehicles that have entered into China shall be governed by the relevant provisions of the Measures of the Customs of the People's Republic of China for Supervising the Entry and Exit of Articles for Self-use of Non-resident Permanent Passengers (Order No. 116 of the General Administration of Customs)
This Announcement shall come into force as of the date of issuance.
