CUSTOMS NOTICE TO MEMBERS OF TOURIST GROUPS TO HONG KONG AND MACAO

Article 1. Baggage and articles which members of tourist group to Hong Kong and Macao (hereinafter referred to as "tourists") bring in or out shall be dealt with in accordance with "Duty-Free and Dutiable Allowances for Members of Tourist Groups to Hong Kong and Macao" (please refer to the Appendix). Articles in excess of the prescribed allowances shall not be allowed in or out.


Article 2. The tourists shall not bring in or out any articles that are prohibited in or out by the Government. If upon their return, the tourists bring in audio and video productions (including recording tapes, video tapes, records and film reels, etc.) and printed matter (including books, newspapers, magazines, manuscripts, photographs, drawings and paintings, etc.), they shall declare and submit them to the Customs for examination. If any reactionary, sexual and indecent contents are found in them after examination, they shall be forfeited by the Customs, and other penalties shall be given according to the seriousness of the case. If the tourists conceal or fail to declare such contents, severe penalties shall be given by the Customs.


Article 3. Before leaving and returning, the tourists shall bona fide in advance fill in each item according to the requirements on the Declaration Forms for Passengers' Baggage (hereinafter referred to as "Declaration Forms") in duplicate in order for the Customs to expedite the procedures for examination and clearance.

For Customs-specified articles such as wrist watches, cameras and radio-cassette recorders to be brought out for personal use on the journey, the tourists shall clearly and in advance fill in their quantities, brands, specifications and ages on the Declaration Forms, against which such articles can be verified and released duty free by the Customs upon the tourists' return.


Article 4. At the time of exit, the Customs shall return to each tourist one copy of the Customs-endorsed Declaration Form for his or her keeping, which shall be submitted to the Customs office at the port of entry for examination upon his or her return. The copy shall be kept carefully by the tourist.


Article 5. Gold, silver and foreign currencies which the tourists bring out shall be released respectively against the certificates issued by the People's Bank of China and the Bank of China. After registration by the Customs, the gold and silver ornaments which each tourist is wearing shall be allowed out within the prescribed allowances (5 qian or 15.625 g for gold ornaments and 5 liang or 156.25 g for silver ornaments), and they shall be brought back on his or her return. Otherwise, the Customs shall treat the case as a customs fraud.


Article 6. Cultural relics to be brought out shall first be verified by the Cultural Relics Administration. The marks after verification and export certificates shall be submitted to the Customs for examination. An insignificant quantity of or less valuable cultural relics which are allowed out shall be released by the Customs, while all cultural relics that have not been verified by the Cultural Relics Administration shall not be released.
