OPINIONS ON THE MANAGEMENT OF THE RUNNING OF THE POWER PLANTS INCORPORATED IN POWER NETWORK
 
(Opinions of the State Electricity Regulatory Commission on the Management of the Running of the Power Plants Incorporated in Power Network, July 22, 2003: In order to carry out the Circular of the State Council on Carefully Doing the Relevant Work Concerning Power Supply (No. 21 [2003] of the State Council), regulate the order of the electric power market, and ensure the power supply, this Commission has formulated the Opinions on the Management of the Running of the Power Plants Incorporated in Power Network, which are now printed and distributed to you, please carry them out accordingly)

In order to meet the needs of the reform of the electric power system, and safeguard the running of the power grids and the group of generators incorporated in power network in a safe, high quality and economical way, we hereby bring forward the following opinions on the management of the running of the power plants incorporated in power network in accordance with the relevant laws and regulations.


I. PRINCIPLES

(1) Fairness, justness, abiding by laws, and transparency.


(2) To ensure that the power grids and the group of the generators incorporated in power network run in a safe, high quality and economical way.


(3) The joint meeting system shall be established in the management of the running of the power plants incorporated in power network, and the joint meetings between the power grids and the power plants shall be convened periodically, in which the serious problems in the management of the running of the power grids and the power plants shall be studied and determined, and the relevant affairs shall be reported and announced. The management on the running shall be carried out by the enterprises engaging in the operation of power grids at the provincial level or above, combined with the power plants incorporated in power network.



II. SCOPE FOR THE MANAGEMENT OF THE RUNNING OF THE POWER PLANTS INCORPORATED IN POWER NETWORK

(1) The group of generators which are incorporated in power networks (or in joint power network) on the provincial level or above.


(2) The group of generators in the self-prepared power plants and the public power plants, which are incorporated in the power network at the provincial level or above.



III. BASES FOR THE MANAGEMENT OF THE RUNNING OF THE POWER PLANTS INCORPORATED IN POWER NETWORK

(1) Relevant laws and regulations of the State, and the technical provisions and standards prescribed by the relevant departments of the State. The regulations for dispatching the power grids, agreements on dispatching the electric power of the power plants incorporated in power network and the contracts for purchasing and selling the electric power, security evaluation, safety inspection and the anti-accident measures put forward in accident inspection.


(2) The plans for the examination and repair of the equipment of generating, transmitting and changing the electric power, which are made by the power grid traders during the incorporation of the power plants. The quarterly (monthly) voltage control curves (including the modified curves) or curves (including the modified curves) used for checking the voltage on the checking and measuring point of the voltage and the running of the group of generators without power generated, and of the plan on daily electric power generation load (including the modified one), as prescribed by the power grid dispatching institutions (hereinafter referred to as ¡°dispatching institutions¡±).


(3) The real time data collected through the electric energy calculation system or the electric management system (EMS) by the dispatching institutions, and the tape record of the dispatcher on duty.



IV. CONTENTS OF THE MANAGEMENT OF THE RUNNING OF THE POWER PLANTS INCORPORATED IN POWER NETWORK

(1) Safety management

1. The safety management system. The excitation system and the timing system, which concern the safe and stable running of the power grids, the relay protection and the safety automechanism, the electric equipment at the high voltage side or the voltage boosting station of the power plants incorporated in power network, the safety management system, the operation license (ticket) and working ticket system on the running and the examination and repair of the communications and automatic equipment for dispatching electric power, etc., shall be in conformity to the safety management of the power grids where the power plants are located. And the way of running of the power plants incorporated in power network shall meet the requirements of the power grids where the power plants are located.

Security evaluation. The power plants which are incorporated in power network shall, carry out the security evaluation work periodically, in order to meet the necessary conditions for the incorporation and the grade standards as prescribed by the power grids where the power plants are located, and seriously put the reorganization and reform measures into effect.

2. Safety inspection. The power plants incorporated in power network shall take part in the safety inspection concerning the safe and stable running of the power grids, which is negotiated and determined by the power grid enterprises and the power plants, and fulfill the protection measures brought forward in inspection.

3. Anti-accident measures. The power grid enterprises shall formulate and put into effect the anti-accident measures in time according to the conditions of safety production of the power grids, the weakness points and outstanding problems exposed in the safety running, and the way of running of the year, of which the measures concerning the primary and the secondary equipment of the power plants shall be put into effect in time by the power plants incorporated in power network.

4. The power plants incorporated in power network shall make the counterplans on handling the power cut accidents in all the power plants, take part in the anti-accident joint maneuvers which are organized by the power grids, and work out the anti-accident counterplans to improve the speed of reaction to and the ability to handle the accidents.

5. Accident report and investigation. The power grids shall report in time to the power plants incorporated in power network the relevant accidents taken place in the power network, the causes of them and the analysis on their influence. The power plants incorporated in power network shall report to the power grid enterprises the accidents of the relevant equipment, which concern the safe and stable running of the power network, and take part in the accidents investigation of the corresponding set of generators, as well as provide the wave chart for the trouble records, the state of the running at the time of accidents and the relevant data as required.


(2) The management of running

1. Dispatching discipline and provisions

The power plants incorporated in power network shall strictly implement the dispatching instructions, and report the abnormal conditions of the equipment and the cause of the accidents in time and accurately.

The power plants incorporated in power network shall strictly implement the regulations for dispatching the power grids, and the restriction conditions for the safety running of the power grids, as well as the relevant provisions on the excitation system, timing system, relay protection, safety automechanism, the dispatching automation, and communications. Any change of the state or the parameter of the equipment under the control of the dispatcher shall be approved by the dispatching institutions.

2. The curves of the plan on daily electric power generation load, the electric capacity and the voltage control curves

The curves of the power plants on planning the daily electric power generation load shall be based on the daily electric power generation plan curves (including the modified curves) as prescribed by the dispatching institutions. Where the warp between the actual electric power load generated by the power plants and that of the curves of the plan exceeds the permitted scope, it will be deemed as the disqualification point or the disqualification period of time.

The daily planned electric power capacity generated by the power plants shall be based on the daily plan on the electricity generation (including the modified plan) as prescribed by the dispatching institutions. In case the actual electric power capacity generated exceeds the scope as permitted in the daily plan on the electricity generation, it shall be deemed as the disqualification point of the daily plan on the electricity generation.

The up-to-grade rate of the generatrix voltage at the voltage boosting station of the power plants incorporated in power network shall be based on the voltage curve (including the modified one) and the scope for the modulation of the rate of electric power generated as prescribed by the institutions for dispatching power grids.

3. The ability of the group of generators for adjusting the use of the electric power in busy hours

The enterprises engaging in the operation of power grids shall, according to the technical performance of the generation equipment incorporated in power network, negotiate with the power plants incorporated in power network, to check and ratify the fixed, maximum, and minimum power of the group of generators as the basis for modulating and managing the running of the power grids. The capability of the group of thermal power generators for adjusting the use of the electric power of 100,000 kilowatt or above in busy hours shall arrive at 50% of the fixed capacity in principle.

The time for starting and stopping the group of generators and the velocity for the load modulation shall meet the requirements of adjusting the use of the electric power in busy hours in the power grids where the group of generators are located. The group of generators undertaking the starting and stopping or adjusting task, shall be rewarded with the electric power capacity generated or with a premium, in light of the times of starting and stopping or adjusting.

4. The modulation performance of the group of generators

The group of thermal power generators with a capacity of 200,000 kilowatt and above of each generator, and the group of hydropower generators with a capacity of 40,000 kilowatt and above of each generator, shall possess the function of AGG, which includes the on-stream and operation rate with the function of AGG, and the modulation scope, the index of the average response speed of AGG instruction and the average modulation precision, etc.

The dead corner of the frequency warp in the modulation system of the group of generators, the varying rate of the rotation speed and the scope of the load put into the group of generators at one frequency modulation, the restrictions on the load modulation, as well as the response speed, etc., shall meet the requirements of the power grids.

The generators shall have the capability of running in phase. The power plants shall make the test of phase advancing on the generators, under the condition that the generators fit for the running, the depth of the phase advancer shall meet the requirements for the safety running of the power grids. The scope for modulating the rate of generation power of the generators shall be from the rating to the quota rate of the phase running as checked and ratified by the dispatching institutions.

5. Usability of the group of generators

The management on the usability of the group of generators includes the non-planned stoppage of running, stoppage of running without being approved, the preparation or examination and repair of the group of the generators due without being incorporated in power network or spliced the cable for loading in light of the instructions of the dispatchers, the hours or times for the non-planned stoppage of the running of the group of generators exceed the provisions.

The hours and times of all types of generator groups of non-planned stoppage of running permitted shall be determined reasonably by the enterprises engaging in the operation of power grids and the power plants incorporated in power network.

The yearly accumulated time for the non-planned stoppage of running, which is calculated statistically includes the time that cannot be used outside the planned examination and repair (excluding the time not caused by the power plants), the time of planned examination and repair that exceeds the approved time limit for the project, the delayed time because of the incorporation of the group of generators in power network not in line with the requirements, as well as the time of equivalent non-planned stoppage of running of the group of generators which reduces the power generation.

The holiday times and the load valley times used after approval for the examination and repair (D level examination and repair), and the power vanishing and shortage time shall not be calculated as the time of non-planned stoppage of running, but in case the time limit for the project exceeds the planned time, the whole power vanishing and shortage time shall still be calculated into the yearly accumulated time of non-planned stoppage of running.

Where there are the non-planned stoppage of running of the group of generators (including the turning off of the switches because of the accidents, and the load cutting of the devices for reducing the load with low frequency and low voltage) which causes the restriction on the use of the electric power in the power grids, or the fluctuation of the power grids with a frequency of ¡À0.2Hz or above, the running of the group of generators by reducing the power which causes the restriction on the use of the electric power in the power grids (including the turning off of the switches because of the accidents) or the running of the group of generators by reducing the power during the restriction on the use of the electric power, the time for the stoppage of running concerned shall still be reckoned in the yearly accumulated time of non-planned stoppage of running.

Before the commercial running of the new group of generators, certain times and hours for non-planned stoppage of running shall be arranged for according to the actual conditions of the power grids, and they shall not be reckoned in the accumulated non-planned stoppage of running, but the time for the stoppage of running when it causes the restriction on the use of the electric power (including the turning off of the switches because of the accidents, and the cutting of the load by the devices for reducing the load with low frequency and low voltage) or the fluctuation of the power grids with the frequency of ¡À0.2Hz or above, shall still be reckoned in the yearly accumulated non-planned stoppage of running.

The time for the first non-planned stoppage of running which is taken place after the completion of the heavy repair (A/B level examination and repair) and the incorporation in power network shall not be reckoned in the time of yearly accumulated time of non-planned stoppage of running.


(3) Management for the examination and repair

1. Strictly implementing the system for the management of stopping and resuming the running of the equipment. The enterprises engaging in the electric power generation shall work out the yearly examination and repair plans on the group of the generators and the three-year rolling programs according to the guidelines for the examination and repair of the generation equipment and the health condition of the equipment.

2. Where the power plants incorporated in power network bring forward the alteration plans
for the examination and repair of the group of generators, the enterprises engaging in the operation of the power grids shall actively make arrangements for that. In case the power grids enterprises cannot make the arrangement, they shall inform the power plants to arrange the examination and repair as planned. The time limit for the examination and repair, which exceeds the planned time limit, shall be examined according to the actual number of days.

3. The power plants incorporated in power network shall strictly implement the plans on the examination and repair of the voltage boosting station and its electric power transmitting and changing equipment. The contents of management include the conditions of the completion of the monthly examination and repair plan, the occurrence of the monthly non-planned examination and repair, as well as the yearly examination and repair of the major equipment which stops running (the electric wires, generatrix and joint wires of 110kV and above, and the corresponding secondary equipment), etc.


(4) Technology management

1. The relay protection and safety automechanism, excitation system and timing system, the electric equipment at the high voltage side or the voltage boosting station of the power plants incorporated in power network, as well as the dispatching communications and automatic equipment in the power plants incorporated in power network shall be brought into the electric power system to be planned, designed and managed for running uniformly, in order to meet the requirements of the technology supervision and the safety evaluation. The material problems found shall be rectified on schedule.

2. The relay protection and safety automechanism (including the paratactic devices at the corresponding period). The contents of the management includes such conditions as the relay protection and safety automechanism which meet the requirements of the technology supervision and that of the safety evaluation of the power plants incorporated in power network, as well as the rectification on schedule on the material problems found, the spread of the accidents caused by the power plants incorporated in power network, which lead to the incorrect movement and retreat of the power plants or that of the relay protection and the safety automachanism, or the influence to the power grids, as well as the paratactic conditions of the group of generators at the same period, etc.

3. Dispatching communications. The contents of the management include the conditions such as the dispatching communications¡¯ meeting the requirements of the safety evaluation of the power plants incorporated in power network and the rectification of the material problems on schedule, the communications accidents caused by the power plants incorporated in power network, which leads to the breaking off (interruption) of the communication circuit of the special power grids for the dispatching of the electric power, as well as the breaking off of the relay protection and the remote moving channels caused by failing to perform the communication duty in the electric power grid accidents.

4. Dispatching automation. The contents of the management include such conditions as the dispatching automation meets the requirements of the safety evaluation of the power network incorporation and the rectification of the material problems on schedule, the time when the distant communications refuse to move or move inaccurately during the occurrence of the accidents in the power plants incorporated in power network, and the time of the failure of the remote moving equipment (the interruption of the remote moving data) exceeds the prescribed time, the total distant measurement quantity rate of accuracy meets the requirements, the duly handling and settlement of the failure and fault, the increase or revision of the amount and contents of the distant measurement or distant communications on schedule, as well as the up-to-grade rate of the monthly running of the devices for collecting the electric power capacity, etc.

5. Excitation system. The contents of the management include conditions of the parameter of the technology performance such as the level of strong excitation, the magnifying multiple, and the time constant etc., which meet the requirements of the relevant State standards or industry standards, or the conditions of the technical standards which meet the requirements of the power network incorporated, the fixed value checked and ratified, as well as and the characteristic parameter set according to the dispatching departments, etc.

6. The electric equipment at the high voltage side or the voltage boosting station of the power plants incorporated in power network. The contents of the management include the conditions of the shutoff capability of the electric equipment at the high voltage side or the voltage boosting station of the power plants incorporated in power network meets the requirements of the power grids, the insulation of that meets the filth grade of the area where the power grids are located, the grounding network meets the requirements of the regulations, as well as the conditions of rectification on schedule.

7. The protection of the group of generators concerning the coordination of the network of the generators. The contents of the management includes conditions of the protection of the group of generators concerning the coordination of the network of the generators (including such protection as for the stators of the generators passing through the voltage, the excitation, and the low voltage of the stator, the low frequency and high frequency of the generators, the out-of-order surge of the generators, as well as the protection for the excitation lost, etc.) meet the requirements of relevant State and industry standards, the technology standards of that meet the requirements of the power network incorporated in.

8. The parameter of the equipment of the power plants incorporated in power network. The contents of the management include the conditions of the power plants incorporated in power network which provide the passing functions of the excitation system and timing system, and the actual parameters of every tache, the actual parameters of such equipment as the generators, transformers and the electric equipment at the voltage boosting station, or the conditions of these equipment which meet the requirements of the power grids.


(5) Technological supervision

1. The electric-equipment for generating, transmitting and distributing the electric power, which directly concerns the safe, high quality and economical running of the power grids in the electric power network and the major electric-equipment, shall be brought into the uniform technology supervision of the electric power system, including such systems or specialties as the relay protection and the excitation system (including PSS), AGC and the modulation capability without kilowatt, one-time frequency-modulation, communications, automation and safe automechanism, electric power energy measurement installation, and electric equipment at the voltage boosting station, etc.

2. The power plants incorporated in power network shall carry out the work for technological supervision according to the special technology provisions and standards of the State, the industry and the power grids where the power plants are located. The management work includes the implementation and supervision of the technological supervision work, the handling of the problems found, the implementation of the preventive experiments and examination of the equipment, the fulfillment of the accident-preventing measures, as well as the index of the technological supervision.



V. THE EXAMINATION ON THE RUNNING MANAGEMENT

(1) The enterprises engaging in the operation of the power grids shall, together with the enterprises engaging in the generation of the electric power, examine the running conditions of the power plants incorporated in power network periodically. The examination shall include such contents as the safety management, running management, examination and repair management, technology management, as well as the technological supervision management. And the quotiety for measuring the examination shall be set according to the actual conditions and the emphasis of the work of the power grids.

(2) The reward to the power plants shall be made in accordance with the contributions of the power plants in ensuring the safe and stable running of the power grids and in improving the electric power energy quality of the power grids. The outstanding contributions made in modulating the electric power in busy hours, and frequency modulation as well as modulating of the voltage without power shall be rewarded.

(3) The examination shall take the way of deducting the electric power capacity used in violation of the regulations or imposing fines for the violation.

(4) The electric power capacities or the fines in the violation of regulations obtained in the examination shall be administered specifically. All the proceeds obtained in the examination shall be used for the encouragement of the power plants incorporated in power network, which have taken part in the examination.



VI. SUPERVISION OVER THE EXAMINATION

(1) The examinations on the running management of the incorporated power plants shall be
supervised by the electric power supervision institutions. And the results of the examination and the award shall be publicized periodically, and reported to the electric power supervision institutions periodically by the enterprises engaging in the operation of the power grids on the provincial level or above.

(2) The specific detailed rules for implementing these opinions shall be formulated by the enterprises engaging in the operation of the power grids, together with the enterprises engaging in the generation of the electric power, according to these opinions and in combination with the actual conditions of the power grids where these enterprises are located, and be implemented after reported to, and examined and kept on record by the relevant departments of the governments and the electric power supervision institutions.
