In order to carry out the spirit of the Decision of the State Council on Further Intensifying Food Safety (No. 23[2004] of the State Council), further implement the "Three Green Project" with major content of advocating green consumption, fostering a green market and exploring green channels" and enhance the level of the sanitation and quality safety of food sold in the market, in accordance with the Regulations of the People's Republic of China on Certification and Accreditation, the Five-year Development Planning for the Three Green Project, and the Measures for the Administration of Green Market Accreditation and the Implementation Rules thereof, we hereby notify the relevant issues thereon as follows: 1. In September of 2004, the Certification and Accreditation Administration of the People's Republic of China and the Ministry of Commerce organized trainings for the examination personnel for green market accreditation. So far Comrade Du tonghe and other 60 comrades have passed the examination for accreditation training and the comprehensive appraisal as conducted by the secretariat of China National Auditor and Training Accreditation Board. Those who have obtained the examination qualification for green market accreditation shall carry out the examination work thereof according to green market standards and relevant administrative requirements of accreditation. The China National Auditor and Training Accreditation Board shall do a good and effective job of the registration administration, succeeding training and follow-up supervision of the examination personnel for green market accreditation so as to ensure the independence, objectiveness, justice and accreditation quality thereof. 2. According to the Regulations of the People's Republic of China on Certification and Accreditation and the Measures for the Administration of Green Market Accreditation, the Certification and Accreditation Administration of the People's Republic of China has, in collaboration with the Ministry of Commerce, designated Beijing Zhongshi Hengxin Quality Accreditation Center, the Quality Accreditation Corporation Ltd. of China Certification & Inspection Group and Beijing Zhongda Huayuan Accreditation Center as the green market accreditation pilot institutions (see the attachment). All the accreditation institutions shall, in strict accordance with the relevant requirements, carry out accreditation activities, intensify the administration of examination personnel and the accreditation supervision of those qualified enterprises so as to ensure the quality and effect of accreditation, and shall report the green market accreditation progress to the Certification and Accreditation Administration of the People's Republic of China on a periodical basis. The local administrative and supervisory departments of certification and accreditation shall reinforce the supervision over and administration on the accreditation institutions, punish any unlawful or illegal act of any accreditation institution or person in a timely manner and report it to the Certification and Accreditation Administration of the People's Republic of China and the Ministry of Commerce so as to put an end to any unlawful or illegal activity in accreditation. The China National Accreditation Board for Certifiers shall actively carry out the certification on accreditation institutions and the supervision over the technical maintenance of accreditation institutions. All the local administrative and supervisory departments of certification and accreditation shall take initiative to support the local departments of commerce to promote the green market construction. 3. To spare no effort to foster the green market, establish for the masses a place for reassured shopping and safe consumption is the focus in the implementation process of the "Three Green Project" and an unshakable duty of the administrative departments of commerce at all levels. The local administrative departments of commerce shall do an earnest job of propaganda, initiation, organization and implementation for fostering the green market, make promoting the green market accreditation as the point of penetration and organically combine the standardization construction of the wholesale and retailing markets of agricultural and sideline products with the perfection of a quality administration system. The local administrative departments of commerce shall be in close collaboration with the local administrative and supervisory departments of certification and accreditation to effectively intensify the supervision over and administration on the examination personnel for green market accreditation, green market accreditation institutions and any green market that has passed the accreditation, shall find the problems thereof and rectify and reform them in a timely manner, so as to create favorable conditions for the smooth progress of green market accreditation. Those regions with proper conditions shall actively promote the green market accreditation of those wholesale and retailing enterprises of agricultural and sideline products that satisfy the requirements, especially shall accelerate the accreditation as titled "Try To Be the National Green Market Model Entity". The Ministry of Commerce and the Certification and Accreditation Administration of the People's Republic of China shall publicize in collaboration those green markets that have passed "the green market accreditation". At the appointed time, the Ministry of Commerce shall select the superior ones to confer on them the title of "National Green Market Model Entity".
