In accordance with the Administrative License Law of the People's Republic of China and the relevant provisions on the reform of administrative examination and approval system, the State Council sorted out all the administrative examination and approval items of its subordinate departments and repealed and adjusted 1795 administrative examination and approval items in 3 sequential batches. At the same time, apart from the administrative examination and approval items as set forth by the prevailing laws and administrative regulations which shall remain effective, 500 others are preserved in accordance with the law. Based on this, the State Council strictly examined and fully evaluated the other administrative examination and approval items, among which 211 are retained for the time being upon approval of the State Council, considering the needs of the government's performing its functions in all aspects and carrying out effective administration at the present stage. These items mainly relate to the matters of the internal administration of the government, they don't fall within the scope of administrative licensing items. With the gradual perfection of the socialist market economic system, they will be gradually repealed or be adjusted in the future. All regions and departments shall, in compliance with the demand to push forward the administration by law and to construct the government under the rule of law, establish a sound supervision and restraint mechanism and a liability and punishment system, further regulate the administrative acts, correctly and effectively perform the administrative duties, consolidate the achievements in the reform of administrative examination and approval system so as to lay a more solid foundation for the establishment and perfection of a regulatory, well-operating, impartial, transparent, clean and highly efficient administrative regime.
