On November 7, 2000, the General Office of the State Council issued the Letter of the General Office of the State Council on Relevant Issues in the Examination, Approval and Administration of Holding Economic and Trade Exhibitions Abroad (Guo-Ban-Han (2000) No.76), requiring the related authorities and entities strengthen the administration of application of participation in and holding economic and trade exhibitions in abroad. On February 15, 2001, the CCPIT together with the late Ministry of Foreign Trade and Economic Cooperation formulated and issued the Administration Rule for Examination and Approval of Holding Economic and Trade Exhibition in Abroad (Mao-Cu-Zhan-Guan (2001) No.3), explicitly prescribing the organizing entities, the procedure and basis of examination and approval, and the administration of the exhibition group in holding exhibitions abroad. In light of the document above, every entity in every place actively organized the domestic corporations to participate in or hold economic and trade exhibitions abroad, so that the opening-up policy and the foreign trade are promoted. However, recently some entities and individuals have held or participated in exhibitions abroad without approval, which not only violated the regulation of exhibition and disrupted the order of it, but also committed bad influence and caused great economic loss to the corporation and staff involved.
In order to strengthen the administration of holding exhibitions abroad, and in accordance with the instructions of the leaders in the State Council and the spirit of document Guo-Ban-Han (2000) No.76, the related problems concerned in holding exhibitions abroad are notified as follows,
1. The authorities in all places shall strictly enforce the rules of examination, approval and administration concerning holding exhibitions abroad, strengthen the learning and publicity of the spirit of the related documents, and implement all the rules of administration;
2. All plans of exhibition in abroad shall be examined and approved by the CCPIT in collaboration with the Ministry of Commerce. No entity may organize the participation or hold exhibitions abroad without approval;
3. The qualifications of an organizing entity for holding exhibitions abroad shall be subject to the examination and approval of the Ministry of Commerce. Those without the qualifications are not allowed to organize the participation and hold exhibitions abroad. No entity or individual may organize the exhibiting activities under any other pretext.
4. The various levels of authorities of foreign affairs, foreign trade and economic cooperation, customs, inspection and quarantine at exit and entry all over the country, and foreign exchange administration shall proceed with the procedure of the related goods and personnel according to the approval of the CCPIT. And the administrative departments of exit and entry of the country of the public security organs shall strengthen the examination and approval of the passports applied in name of holding exhibitions abroad.
5. The customs offices of all places shall strengthen the supervision and examination of the goods to be exhibited abroad. The organizing entities of exhibition shall strictly comply with all the regulation of the customs on the exit of exhibition goods. No entity may go through the customs procedures of the exhibition goods in name of exporting goods.
6. The embassies and consulates shall strengthen guidance to the exhibition groups, contact the related administration authorities immediately and take effective measures to resolve any problems that may arise so as to prevent the worsening of the situtation.
