Since the unified national system of "Inspection Certificate of the People's Republic of China for Administrative Law Enforcement Concerning Copyright" (hereinafter referred to the "Inspection Certificate") has been applied to the administrative law enforcement concerning copyright in 1997, it has played an active role in strengthening the public supervision over copyright, in regulating the copyright administrative acts, in striking various activities of infringement and illegal copying, and in maintaining the normal market economic order. After more than six years of practices, especially with the continuous improvement of China's copyright legal system, the contents of the present inspection certificate need to be appropriately adjusted. In order to adapt to the new situation and circumstance, the National Copyright Administration decides to change the layout of and replace the "Inspection Certificates" and re-issue them. The specific requirements on changing the layout of and replacing the inspection certificates shall be set forth by referring to the spirit of Document No. 19 [1997] of the National Copyright Administration.

All copyright bureaus at the provincial level are requested to gather and examine relevant information such as the name, gender, age, post, educational background and two 1-cun bareheaded photo, of each copyright law enforcement officer within the province (autonomous region or municipality directly under the Central Government) who needs to replace his law enforcement inspection certificate, and submit them to the National Copyright Administration by the end of September, 2003, and the National Copyright Administration shall uniformly make the new law enforcement inspection certificates. The previous inspection certificates shall be uniformly taken back by the copyright administration of the province (autonomous region or municipality directly under the Central Government) after the new ones have been issued, and the previous ones shall be mailed to the National Copyright Administration for destruction.
