For the purposes of carrying out the spirit of Sixteenth National Congress and Third Plenary Session of the Sixteenth Central Committee of the Party about "encouraging and helping relatively competitive enterprises with various forms of ownership to invest abroad", "improving the service system for investment overseas" and stepping up the implementation of the "going out" strategy, the Ministry of Commerce and the Ministry of Foreign Affairs jointly formulated the Catalogue of Countries and Industries for Guiding Investment Overseas I ( hereinafter referred to the Catalogue I, see the Attachment) in accordance with the pertinent instructions of the State Council on "strengthening the coordination and guidance to investment overseas". The Catalogue I is hereby announced and you are notified of the following relevant matters, please carry them into effect. I. All places and all departments shall attach great importance to investment overseas. According to the Catalogue I, you shall determine the orientation and emphasis of support, shall strengthen the coordination and guidance to Chinese enterprises in overseas investment, shall encourage, support and guide the enterprises to make good use of both domestic and overseas markets, to optimize the allocation of resources and to participate in international economic and technological cooperation and competition in a broader range, more fields and higher level, shall try to increase trade of goods, techniques and services of China and shall promote the common development of China and its counterparts. II. The administrative departments of foreign trade and economic cooperation of all levels shall change your minds, deepen the reform of outbound investment management system, give an impetus to the outbound investment facilitation process, exercise the examination and approval, supervision and service functions related to the establishment of outbound investment enterprises in pursuance of the law, actually change the micro project examination and approval into determination and approval by take into consideration the main factors such as protecting the interests of the state, promoting foreign trade relations, optimizing distribution of investments in different countries and regions, making use of two markets and two resources, safeguarding the legitimate rights and interests of the enterprises, fulfilling international treaties and preventing blind investment abroad and competition among domestic enterprises. III. The Catalogue of Countries and Industries for Guiding Investment Abroad I is an important ground for the departments responsible for foreign cooperation to guide and approve the investment abroad of Chinese enterprises. The enterprises that meet with the Catalogue and have outbound investment approval certificates shall be given a priority to enjoy the preferential policies in funds, foreign exchange, tax, customs, exit and entry, etc. IV. The Ministry of Commerce and the Ministry of Foreign Affairs will distribute the Catalogue of Countries and Industries for Guiding Investment Abroad in several parts, and will timely renew, adjust and replenish relevant content in accordance with the state policies of investment abroad and the development of the foreign investment environment.
