In order to continue encouraging coal export, to relieve the domestic conflict of coal supply and demand, and to promote the adjustment of the coal industry, we have decided to, upon approval of the State Council, extend the period for execution of the policies on encouraging coal export, such as exemption of the railway construction fund for the four railways of Daqin (Jingqin, Fengshada, and Jingyuan) for coal export, and exemption of the port construction fund for the 7 ports of Qinhuangdao (Yingkou, Tianjin, Qingdao, Rizhao, Lianyungang, and Jingtanggang), to the end of 2005.
