	CIRCULAR OF THE GENERAL OFFICE OF THE MINISTRY OF COMMERCE ON THE USE OF THE SPECIAL STAMP FOR JOINT ANNUAL EXAMINATION OF OVERSEAS INVESTMENT AND THE CERTIFICATE OF ANNUAL REVIEW

In accordance with the relevant provisions of the Interim Measures for Joint Annual Examination of Overseas Investment (Order No.32 of 2002 MOFTEC) and the Circular on Carrying out the Joint Annual Examination of Overseas Investment and the Comprehensive Achievement Evaluation of 2003 (No.5 [2003] of MOFTEC), the relevant matters concerning starting the use of the special stamp for joint annual examination of overseas investment and the certificate of annual examination are hereby notified as follows:

I. This Ministry will fix the pattern of the special stamp for annual examination, and you entities shall manufacture the stamp by yourselves according to the pattern. (See the appendix for the pattern)

II. The specifications of the special stamp for annual examination are: 8 centimeters long, 2 centimeters wide, engraved characters of font Song, among which, the "Special Stamp for Joint Annual Examination of Overseas Investment" are characters of No. 3 and font Song, and the "Year, Level" are characters of small No. 2 and font Song.

III. In the special stamp of annual examination, the "Year" shall be filled by you according to the year in which the annual examination is carried out; and the "Level" shall be filled in respectively with capital "One, Two or Three" by you after the level is determined on the basis of the annual examination result.

IV. The certificates of annual examination have been printed by this Ministry of the State Administration of Foreign Exchange. You shall, according to the proceeding of the joint annual examination, report to this Ministry the number of the overseas enterprises that participate in the joint annual examination of 2003, so we can issue the certificates of annual examination.

V. Please carry out the joint annual examination of 2003 strictly in accordance with the time limit provided for by the relevant documents.
